The Cost Control Engineer tracks and monitors capital and expense budget/spending using project schedules, purchase orders, vendor invoices, and other data stored in the CMMS and Accounting System. Work efforts involve the creation of schedules, as well as, development of cost tracking spreadsheets to ensure spending is within authorized budgets. Interacts with refinery engineers and others to ensure schedules reflect the scope of work, and change orders are properly tracked and accounted. At times will plan direct or coordinate engineering activities for capital and expense projects. This includes supervising company and contract personnel for engineering design and installation of capital, expense and maintenance projects.

Skills / Requirements:
Achieve zero “0” safety and incident rate, and conduct safety “BASE” observations and audits

Perform regular walk through “field audits” of projects to ensure percent complete reported on WNR schedules match the physical “fieldwork” completed

Keep project cost up-to-date and maintain on-stream cost data current in the Cost Control Data Base

Generate and issue monthly cost tracking report

Review design specifications and contractor's drawings for compliance with applicable codes, regulations, Western guidelines and engineering specifications

Develop construction schedules in Primavera utilizing Scopes of Work, IFC drawings, and other project documentation

Interface with engineers, inspectors, operators, and maintenance supervisors to ensure all work is completed per Western Refining standards

Develop and execute small capital and expense projects

Knowledge and Skills:
A minimum of 3 years experience in Refinery/Petrochemical industry is preferred with a bachelor of science in construction management or engineering

Knowledge of design techniques, tool and principles involved in production of precision technical plans, blueprints, drawings and models

Familiar with writing specifications, developing bid drawings and documentation

Must be computer proficient with applications such as MS Word, Excel, and Access

Working knowledge of Primavera Scheduling System is a plus

Good working knowledge of ASME, API, ASTM, NACE, and other applicable codes or standards pertaining to petroleum refinery equipment

Ability to express thoughts and communicate in a clear concise manner in both oral and written form

Ability to prioritize and plan multiple work activities with varying deadlines and complexities

Ability to respond to changing business needs and priorities

Work effectively in a cross-functional, multi-discipline groups

Think and work independently, yet share ideas and work toward team goals

Demonstrate strong customer service skills and a collaborative approach to problem solving

Must work constructively with others to achieve positive results

While performing the duties of this job the employee is frequently required to sit and use the hands to finger, handle feel and touch. The employee is occasionally required to stand, walk distances of up to 1/4 mile, and reach overhead while climbing ladders up to 20 feet high. The employee occasionally climbs stairs up to 75 feet, and works at heights of 150 feet above the ground. Employee must have excellent balance. The employee is occasionally required to stoop, bend, kneel, squat, crawl, and forcefully grasp. The employee is occasionally required to work in confined spaces and vessels, lift up to 55 pounds from the knuckle to waist height, and push/pull and twist a maximum of 75 pounds of force.

This is a safety sensitive position: Candidate will have to pass a physical fitness test, drug screening and background check. In addition, candidate will be subject to random drug testing. Candidates must have a valid driver’s license with a clean driving record, as the position requires driving within the refinery complex.
