Virgin Islands National Guard

Area of Consideration: Open only to current Virgin Islands Army & Air National Guard Officers between the rank of 2LT - CPT.

Note: Virgin Islands Air National Guard member must be eligible to acquire membership in the Virgin Islands Army National Guard in an available and compatible military grade for the excepted technician position.

Position Location: Joint Force Headquarters, St. Croix, Virgin Islands.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment : This is a full-time, Excepted Permanent dual-status, position which requires Virgin Islands Army National Guard membership.

Job Summary: This position is located in the Joint Forces Headquarters J1 section. This position serves as program manager, advisor and consultant within the state. The incumbent has responsibility for the development, management and administration of an education and incentive programs designed to provide individual career-related or self development assistance and planning requirements for Army National Guard military personnel.

Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Virgin Islands National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Virgin Islands Army National Guard Officer incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Education Services Specialist functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Virgin Islands Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Virgin Islands Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

Provides oversight as an advisor and consultant serving all the Army National Guard personnel within a state for off duty civilian training and education.

Provides advisory services to the education services officer, recruiting and retention command, and battalion and unit commanders concerning the educational needs and incentive eligibility of their assigned personnel and customer support.

Performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, self-teaching, new and innovative/non-traditional college to include Associate, Baccalaureate degree programs, first Masters or Professional degree which meet their academic and vocational requirements.

Estimates, obtains, and executes the necessary program funds and determines their allocation.

Develops, collects, analyzes, and disseminates data on educational and incentive programs and entrance requirements for the ESO.

Assists military personnel whose records do not indicate successful completion of civilian education requirements for commissioning Officers, appointing or commissioning of Warrant Officers, or Enlisted Soldiers who have not achieved equivalency of nontraditional educational means.

Coordinates with State Recruiting and Retention Manager and Incentives Manager and assists with recruiting and incentive programs in educational institutions in which National Guard programs are established.

Responsible for and oversees the direction of the Incentives Section and functions as the technical expert.

Performs other duties as assigned.

General Experience: Must have a Bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degree that included 24 semester hours appropriate to the position and had at least one course related to tests and measurement, adult education, educational program administration, curriculum development or design, teaching methods, guidance and counseling, career planning, or occupational information.

Specialized Experience: Must have a minimum of 24 months specialized experience administering, promoting, coordinating, conducting and evaluating programs, activities, or opportunities designed to provide individualized career—related or self—development education plans.

Other Requirements : The applicant must possess a Security Clearance (Secret or Top Secret) or be able to obtain a clearance within one year of appointment.

National Guard Compatibility : Once an applicant is selected and prior to being placed in the technician Education Services Specialist, the selectee must be assigned to any unit in the Virgin Islands Army National Guard as an Officer. The position is branch immaterial and 42B, 42H. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/VI NGR is required for incumbent of this position. Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
