This position is in the Air Force Global Strike Command.

The mission of the Air Force Global Strike Command is to develop and provide safe, secure and credible combat-ready forces for nuclear deterrence and global strike operations to support the President of the United States and combatant commanders. IF APPLICABLE : Military service member's "Statement of Service" will be accepted up to 120 days prior to separation date IF a terminal leave form or DD214 cannot be provided. The "Statement of Service" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the Type of Discharge and Character of Service (i.e. honorable).

  • The primary purpose of this position is to serve as the early childhood education specialist for all child care programs including child development centers, preschools, family child care, school-age, special needs programs, volunteer, hourly care programs, food service, and custodial.
  • Oversees development of appropriate curricula for child development centers, preschools, family child care programs, school-age, and other unique children’s programs.
  • Initiates, designs, develops, arranges for, conducts, and oversees training in early childhood development and related activities for all child development center staff, family child care program staff and providers, preschool and school-age program staff, volunteers, hourly care staff, management, administrative staff, custodial employees, food service staff, and staff working in any unique settings for children.
  • Identifies children who may have special needs. Ensures the implementation of Individuals with Disabilities Education Act and any other laws and/or directives pertaining to the special needs of children.
  • Develops plans to improve overall operations, corrects identified deficiencies, and enhances developmental programs and services.

QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-07) or equivalent. Specialized experience must include experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the principles, theories, concepts, and practices of early childhood development encompassing infant through school-age youth and child development theory, methodology, and practices.

2. Knowledge of child care regulation requirements and policies.

3. Skill in developing curricula which supports physical, emotional, social, cognitive development, and identifying children with special needs.

4. Skill in developing, adapting, and providing training to staff members, family child care providers, and parents as well as food service and custodial staff.

5. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments.

6. Ability to communicate, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT :
  • Each Training and Curriculum Specialist may be required to achieve accreditation through the National Academy of Early Childhood Programs.
  • Must complete additional training requirements including Cardiopulmonary Resuscitation (CPR) and First Aid and remain current during time of employment.
  • May occasionally be required to work other than normal duty hours.
  • The work may require the employee to drive a motor vehicle to visit Family Child Care homes. An appropriate, valid driver’s license may be required for the position.
  • This position has the ultimate responsibility for programs meeting the National Academy of Early Childhood Programs (NAECP) accreditation criteria and DoD Child Development Program Certificate standards.
