Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence. The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Child Protection, Youth and Women’s Protection and Empowerment programming. IRC operates projects in Freetown, Kambia, Bo, Kenema, Kono and Kailahun Districts and has a Country Program office in Freetown, a regional Field Office in Kenema, a Field Office in Kono and a Satellite Office in Kailahun.

The Grants Manager is a key staff member within the IRC Sierra Leone structure, responsible for proposal development, report collation and ensuring the proper implementation of all grant compliance policy and procedures through appropriate coordination and information dissemination. He/she will have an excellent command of the English language, high level proficiency of computer skills, the ability to work within a multicultural team and an interest in the socio-political and economic developments of the country. The Grants Manager reports to the Senior Program Coordinator and works closely with the Country Director, Finance Controller, the Program Coordinators and Managers, the Operations Coordinator and the Regional Officers in New York and London.

  • Grants Management
    • Ensure timely and high quality internal, external and sub-grantee reporting
    • Provide support to field-based program staff in compiling internal and external program reports, identifying gaps in data collection/analysis and working closely with management staff to address them
    • Write and review donor communication such as responding to requests for information and assist with donor visits
    • Manage sub-grants in close collaboration with Program Coordinators and the finance department
    • Submit and follow up of grant code requests
    • Ensure the timely implementation of Grant Opening and Grant Closing meetings
    • Facilitate the respect for and proper implementation of IRC sub-grantee policy
    • Ensure the monthly implementation of Budget vs. Actual (BVA) meetings
    • Assist in the monthly reporting of overall country program grants and financial progress to headquarter offices in New York and London
    • Ensure the monthly development and dissemination of the grant update and calendar
    • Coordinate the development, review and timely submission of donor reports to New York and London offices for final review and collation
    • Manage and maintain all grant folders, including proposal package, contract, grant code, reports and modifications
  • Program Support
    • Coordinate proposal and budget development process, supporting Program Coordinators to develop high quality proposals and liaising with IRC NY and UK to facilitate the internal review process before submission
    • Work with Program Sector Coordinators to ensure that Program Framework principles and ongoing program monitoring with accurate data collection/analysis are integrated within CYPD, WPE and Health programs, and that cross-cutting themes are addressed in line with Country Program Strategic Plan
    • Work with the Program Coordinators, Operations Coordinator and Finance Controller to organize and provide trainings to field staff and partners on grants management and compliance, report writing, program monitoring and evaluation, and data analysis
    • Assist field-based program staff with preparation of training modules and reports, outreach materials, and other key program documentation as needed
    • Research and collect data for use in learning initiatives, evaluations and lessons learned as needed
  • Compliance
    • Monitor and facilitate compliance of programs with donor and IRC requirements, including program adherence to objectives, procurement regulations, budget limitations, requests for derogations/modifications/extensions, etc.
    • Support program staff to monitor program expenses on a monthly basis through review of Budget versus Actual figures
    • Ensure program compliance with internal control procedures by organizing and facilitating grant opening, mid-term review, and closure meetings
    • Obtain and disseminate updated donor guidelines, formats and requirements periodically
    • Coordinate the development, review and timely submission of in country donor reports
  • Other
    • Management and supervision of the Partnership Manager, supporting their work with local implementing partners, the sub-granting process and the development of partnership management tools
    • Work with program staff to produce IRC’s information and communication materials such as brochures, newsletters, contribution to global IRC news bulletin, and annual and sector reviews
    • Participate in and document key program and country office management meetings
    • In conjunction with the Country Director and Senior Program Coordinator, work on monitoring the progress of the Sierra Leone Country Strategic plan
    • Frequent monitoring visit to the field
    • At the request of the Country Director, take responsibility for any miscellaneous projects not falling under responsibilities underlined in this job description
  • University degree in social science
  • Masters degree desirable
  • Minimum of 2 years progressive work experience with a non-governmental organization is desirable
  • International experience, and in Africa if possible
  • Excellent written and oral communication skills
  • Proven ability to effectively manage donor relationships and apply donor procurement and reporting policies – including donors such as EuropeAid, IrishAid, DFID and UN agencies
  • Solid organizational skills, with the ability to be flexible and work well under pressure in a fast-paced multi-task team environment
  • Good computer skills and experience with MS Word, Excel, and email/internet software
