The Casper Area Metropolitan Planning Organization (MPO) is housed in the Community Development Department of the City of Casper and serves as the transportation planning arm for the communities of Casper; Natrona County, and the Towns of Mills, Evansville, and Bar Nunn. The position of Accounting Technician in the MPO is a multifaceted one -- performing a variety of technical accounting duties related to customer billing, processing revenue, processing and payment of accounts payable, internal audits, federal grants, and preparing financial reports as well as providing a high level of assistance to supervisory staff.
To perform a variety of technical accounting duties related to customer billing, processing revenue, processing and payment of accounts payable, payroll entry and tracking, internal audit, utility payables, grants, and preparing financial reports; and to provide technical staff assistance to higher level supervisory staff.
Examples of Duties:
Assist in preparation of FTA grant applications; assist in preparing the grant budget. Assist with preparation of and administration of planning activities. Complete all required reporting for FTA, which include quarterly reports, FSR’s, narratives, project completion and drawdown information. Prepare wire transfer requests for funds. Maintain grant files for both CATC and City expenses and assist CATC in budget preparation.
Ensure grant revenues are administered into proper revenue accounts.
Track encumbrances for accuracy and correct payment amounts.
Assure compliance with FHWA and FTA reporting.
Attend meetings; assist with agendas and minutes. Coordinate and assist with projects and activity planning; assist with budget preparation as necessary and maintain budgets accordingly.
Perform clerical duties including proofreading, scheduling meetings, typing, payroll, maintain electronic and paper filing systems, phones, filing, orders/vouchers and invoicing (AR/AP), MPO/CATC inventory and asset tracking, assist with internal/external audit, and other receptionist duties as needed.
Prepare and balance a variety of fiscal reports related to the assigned area of responsibility.
Prepare and maintain file and record systems for assigned area of responsibility.
Input and retrieve a variety of fiscal and statistical information and data using a computer terminal.
Research and respond to inquiries and requests from members of the public, customers, vendors, staff, and other departments and agencies.
Perform related duties and responsibilities as assigned.
Working knowledge of Excel, Microsoft Word, Access and Microsoft Office Software.
Modern office procedures, methods and computer equipment.
Fiscal record keeping practices and procedures.
Methods of utility or grants accounting is required for specified positions.
Laws and regulations related to the assigned area of technical accounting.
Basic math to advanced math (Algebra) depending on assigned division.
Maintain and balance a variety of financial records, ledgers and accounts.
Operate a variety of modern office equipment including typewriter, calculator, computer terminal and other office equipment.
Maintain a variety of financial records and files in an organized and easily retrievable fashion.
Research fiscal and statistical information and prepare related reports and financial spreadsheets.
Complete a variety of tasks simultaneously.
Type at a speed necessary for successful job performance.
Understand and carry out oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Experience : Three years of accounting and clerical experience, including statistical or financial record keeping.
Training : Equivalent to the completion of twelfth grade supplemented by specialized training in accounting or business administration.
Education : Completion of an Associate’s Degree in accounting or business administration is preferred.
