The position is located at the Pacific Missile Range Facility (PMRF), Barking Sands in Kauai. The position requires U.S. Citizenship and the ability to obtain and maintain a Clearance (Secret) .

The Security Administrative Specialist is responsible for providing assistance to the Security Supervisor in the overall administration of the Security Department.

MAJOR JOB ACTIVITIES:
Research and process confidential materials and information including but not limited to: negotiation issues relating to collective bargaining agreements, disciplinary actions, budgetary forecast, CTO/IDIQ proposals and revisions, employee records management information including Social Security numbers, etc.

Utilize Security Department references including but not limited to the Performance Work Statement, Collective Bargaining Agreements, PMRF Security Post Orders, PMRF INST.5510.23. OPNAVINST 5530.14E, OPNAVINST 3591.1F.

Develop, interpret, revise, distribute, and implement Departmental Internal Procedures (DIP's) within the Manu Kai Security Department. Responsible for full compliance with all U.S. DoD, DoN CNRH, PMRF regulations and instructions.

Prepare, modify, and submit documents including correspondence, reports, drafts, memos and emails.

Prepare Purchase Requests (PR's) as requested by the Security Supervisor.

Research, price and purchase all equipment and furniture.

Maintain supplies inventory by checking stock to determine inventory level; anticipating needed supplies;placing and expediting orders for supplies; verifying receipt of supplies.

Ensure operation of office equipment by calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques.

Schedule and coordinate meetings, appointments and travel arrangements for all members.

Provide information by answering questions and requests.

Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks.

Create and modify documents using Microsoft Office.

Perform general clerical duties to include but not limited to: photocopying,faxing, amiling and filing.

Maintain hard copy and electronic filing system and retrieve documents from filing system.

Coordinate and maintain records for staff office space, phones, company credit cards and office keys.

Support staff in assigned project based work.

Coordinate the flow of information and data both internally and externally.

Prepare agendas for meetings and prepare schedules Record, compile, transcribe and distribute minutes of meetings.

Open sort and distribute incoming correspondence.

Working knowledge of the Pass and ID functions, policies, and procedures.

Prepare weekly work schedules for eighty-seven full and part time security department personnel.

In the absence of the Security Supervisor, may serve as Deputy Security Supervisor.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Education:
High School or equivalent .

Experience:
Must have six (6) years of experience in an administrative support capacity in an operation the size and scope similar to that of the PMRF Security Department.

Two (2) or more years of supervisory experience.

Knowledge of Microsoft Office and telephone protocol. Duties require professional verbal and written communication skills. This is normally acquired through one to three years of clerical experience.

Ability to operate business equipment such as computers,scanners, fax machines, copy machines, typewriters, etc.

Basic reading, writing, and arithmetic skills required.

Must possess the following PC skills: Microsoft Office - Word, Excel, Outlook, Power Point and Access.

Required Skills/Qualities:
Working Knowledge of the PMRF Security Post Orders.

Working knowledge of Performance WOrk Statement, Collective Bargaining Agreements, PMRF INST.5510.23,OPNAVINST 5530.14E, OPNAVINST 3591.1F.

Prepare weekly work schedules for eighty-seven full and part time security department personnel.

Working knowledge of the CLEOC reporting system.

Ability to prepare CTO quotations and mange subsequent revisions.

Prepare, review and distribute Contractual Data Requirement List (CDRL) as required by current Performance Work Statement (PWS).

Prioritizing, planning and organizing.

Problem assessment and problem solving.

Confidentiality, information gathering and information monitoring.

Experience operating Dell compatible computers and various software programs.

Familiar with basic Security and DoD terminology.

Ability to enter data accurately into manual logs and computer database.

Ability to operate business equipment such as computers,scanners, fax machines, copy machines, typewriters, etc.

Ability to file records in chronological and alphabetical order.

Ability to proofread work ensuring accuracy of grammer, punctuation and spelling.

Ability to compose letters, memoranda, minutes of meetings, etc. utilizing appropriate formats and styles.

Ability to be flexible and willing to learn new skills and adapt to changing needs; ability to be a team worker.

Excellent communication skills, interpersonal skills and customer service orientation.

Ability to maintain good work habits, punctual and maintains regular attendance.

SECURITY CLEARANCE: Applicants selected will be subject to a Government Security Investigation and must meet eligibility requirements to obtain and maintain a security clearance for access to classified information or Cloased/Restricted Areas.
