Blue Cross and Blue Shield of Montana (BCBSMT) is seeking the right individual to join our team as Manager, Technical Services. The successful candidate will be responsible for the day-to-day management of the technical computing infrastructure and will develop, lead and motivate the professionals responsible for the BCBSMT Infrastructure Environment. Our objective is to deliver excellent technical service with outstanding customer service, satisfaction, and timeliness within the organization’s budget. This position has frequent contact with customers, direct reports, peers, and independent vendors, and should have exceptional professional and personable qualities as well as technical abilities.

Essential Duties & Responsibilities:
Collaborate with other leaders within the department to improve departmental and organizational performance by developing benchmark measures to evaluate productivity and service quality.

Manage the team of Systems Administrators and Systems Programmers to ensure the appropriate level of support for the ongoing performance of systems. Manage the team of network engineers to insure the availability, reliability and performance of the telephony environment at BCBSMT.

Oversee and manage the department budget.

Lead personnel management activities including performance management and career development.

Lead efforts to develop department core competencies, execute cross training, improve technical knowledge and customer service skills, and implement succession plan.

Participate in the development of service level agreements and ongoing management of service level compliance.

Ensure standards and policies are maintained and compatible with BCBSMT standards.

Ensure that the computing environment at BCBSMT meets or exceeds scorecard targets.

Lead and participate in projects.

Develop and demonstrate an understanding of customer and business needs.

Resolve escalated customer and vendor issues.

Resolve daily issues of a complex scope that impact the team and overall business objectives.

Obtain equipment, tools, and space needed to allow team members to adequately support the customers within budget and space constraints.

Participate in the development and execution of the IT Annual Operation Plan.

Ensure the appropriate level of support for the ongoing performance of systems.

Maintain a leadership role in setting service direction.

Lead others in best practices and technical knowledge.

Utilize strong communication and management skills to strengthen partnership with IT and business leaders in order to promote teamwork.

Keep informed on existing and evolving industry standards, practices, and technologies

Education and/or Experience:
Minimum Requirements:
BS in Computer Science or a related field and 2 years experience within technical management (telecommunications, networking, or computer operations) or an equivalent combination of education and experience.

6+ years experience with Cisco network (data and/or voice) and Microsoft operating systems.

2+ years experience in staff and project leadership.

Demonstrated staff leadership experience.

Demonstrated experience with converged voice/data networks.

Must have experience in the technologies in use by BCBSMT (e.g. Microsoft Windows, virtualization technologies, IP Telephony).

Proficient knowledge of Microsoft Office Suite.

Additional Skills of Interest:
Experience with TCP/IP switching, routed and routing protocols (i.e. BGP, EIGRP).

Cisco call center experience.

Certifications, Licenses, Registrations:
Industry certifications are desirable

Cisco Certified Network Architect (CCNA)

Cisco Certified Network Professional (CCNP)

Cisco Certified Voice Professional (CCVP)

Microsoft Certified Technical Specialist (MCTS)
