SUMMARY OF DUTIES:
Provide the formulation of policies and
direction relating to the execution of all Division of Water and Power (DWP) Programs.
Serve on issues involving irrigation
construction, irrigation operation and maintenance, power utility construction,
power utility operation and maintenance, dam construction, dam operation and
maintenance, and safety issues of irrigation and power projects, and dams, and
conduct of nationwide evaluations concerning Program activities.
Develop procedures and defines requirements
for gathering, maintaining and analyzing data to evaluate existing and proposed
programs and projects.
Monitor contractor operations, service
agreements, and products through review and testing, and day-to-day operations.
Provide cost analysis and manpower scheduling
for DWP geodatabase program requirements.
Serve as a Certified Geographic Information
Systems Professional (GISP) responsible for managing all aspects of the geographic
information system (GIS) data, operation, and deliverables.
Serve as an expert to review, analyze, and
document requirements external and internal to the programs, computerized maintenance
management system (MAXIM0), and other Federal programs (e.g. FFS, FHB, etc.).
Manage all aspects of the geographic
information system (GIS) data, operations, and deliverables.
Gather geospatial data to ensure
federally-mandated documentation of geospatial data and analyses.
Develop web based mapping systems using GIS
products, such as ESRI and ArcGIS.
Provide expertise and leadership to the DWP
Maximo, Data Collection and GIS/Cartography programs related to the collection,
coordination, integrity, storage and backup of DWP asset data.
Serve as subject matter experts and works
closely with regional offices, agencies and tribal organizations to ensure maintenance
of accurate and current data.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0343).
GS-13: 1 year of specialized experience equivalent to the GS-12 grade level.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is typically in or related to the position to be filled. Examples may include, but are not limited to experience as a geographer, physical scientist, engineer, or cartographer, successfully integrating and appling Geographic Information System (GIS) applications to meet Division of Water and Power related objectives. Experience as a subject matter expert developing organizational programs to support GIS analysis; using and manipulating data in order to present well organized reports to management and other professionals. Experience managing multiple complex projects, solving problems, making decisions and interacting collaboratively with professionals. These examples are not all inclusive (refer to the summary of duties for specialized experience).
SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicants successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid drivers license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
Incumbent will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
BIA has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

HOW YOU WILL BE EVALUATED:
Applicants will be evaluated and rated under the Category Rating and Selection procedures. Under category rating, applicants who meet basic minimum qualification requirements established for the position and whose job-related competencies or knowledge, skills, and abilities have been assessed are ranked in two or more predefined quality categories. The final certificate will group applicants into the top category, applying veterans preference as appropriate, instead of ranking the applicants in numeric score order.
If basically qualified, you will be further evaluated to assess the quality, depth, and complexity of your accomplishments, experience, and education in relation to the job related competencies or knowledge, skills, and abilities required for the position and placed in one of the following categories:
BEST QUALIFIED: Applicants that possess all of the job related competencies identified as important for successful job performance.
WELL QUALIFIED: Applicants that possess a majority, (i.e., more than half but not all) of the job related competencies needed for successful job performance.
QUALIFIED: Applicants meet the basic eligibility and minimum qualification requirements but do not meet the definition of Best Qualified or Well Qualified as described above.
