About the Position: Develops and monitors quality control procedures for all NAF operations, monitors both revenues and expenditures, inventory ceilings, costs of goods sold, labor, net income percentages, and personnel requirements. Conducts cost and economic analysis, efficiency studies, and organization functional analysis. Formulates and maintains a system of internal management controls. Establishes policies, plans, procedures, reviews and audits to ensure compliance with established controls. Exercises financial oversight for installation private organizations, and certifies availability of funds for expenditures. Applies financial oversight for installation private organizations, MWR Card Program, Unit Funds, Government Travel Card, RIMP Insurance, NAF/APF MIPRs for APF payroll, and all NAF/APF certification of availability of funds for NAF/APF expenditures. DUTIES:
Serves as the Chief of the Financial Management Branch (FMB) within the NAF Support Management Division (NAFSM), of the Directorate of Morale, Welfare, and Recreation (DMWR), on a large installation with responsibility for both appropriated fund (APF) and nonappropriated fund (NAF) Installation Morale, Welfare, and Recreation Fund (IMWRF). Management responsibilities include, but are not limited to, directing the preparation, analysis, justification, and execution of the Community Activities Command Budget Estimate (CBE) operating budget, NAF annual operating budget, APF/NAF support budget, Capital Purchases and Minor Construction (CPMC) and major NAF/APF construction budgets, NAF procurement functions, IMWRF Five Year Plan, and personnel administration. Serves as the primary technical advisor to other division chiefs and other installation directorates on NAF fiscal management matters.
QUALIFICATIONS REQUIRED:
Demonstrated ability to perform the duties described above using the theories, principles, practices, and techniques of generally accepted accounting principles. Work experience should include: a. Interpreting and assessing program financial performance using standard financial management systems; b. Interpreting balance sheet and profit and loss statement results: c. Applying commercial budgeting techniques; d. Supervisory experience directing technical and professional financial management operations. Progressively responsible work experience in budget or finance that provided the incumbent the knowledge of appropriated fund and nonappropriated fund regulations on budgetary processes and requirements is required. The work experience must demonstrate the knowledge and ability to balance funds between accounts; i.e. transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Other Advantages: (CONTINUATION OF DUTIES)
Uses required/applicable automation software and hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process. Insures APF and NAF operating fiscal budgets are fully synchronized and balanced according to fund sources. Executes, monitors, coordinates, and provides oversight to the operating and reimbursable budget programs. Gathers, verifies and consolidates a variety of budget/financial data to be used in the formulation of spreadsheets and presentations. Researches, verifies, and revises budget/program data, as required, for correct budget/program submission and execution. Performs all of the duties normally associated with supervising a subordinate staff of approximately 10.
(CONTINUATION OF QUALIFICATIONS)
Must have excellent organizational skills; be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization. Must be proficient in Microsoft Windows, Word, Excel, and other software as required, and be able to meet stringent deadlines in a fast-paced environment. Skills desired: a. Excel functions, including but not limited to pivot table, filters, VLOOKUP, data sort, conditional formulas, and integrated formulas involving multiple data sources. b. Working knowledge and experience of Microsoft Word, Power Point, and Outlook to perform higher level administrative functions (i.e. drafting letters, mail merge, preparing slides, organizational charts, scheduling meetings through Outlook, etc.). c. Strong written communication skills, spelling and grammar are a must in order to prepare and review official memorandums for distribution.
Conditions of Employment:
The incumbent must be bonded. Work is performed primarily in an office environment and is sedentary. Although there are long periods of sitting there are also requirements frequently to stand, walk, push, pull, stoop, and lift light to moderate items up to 25 pounds. The work requires the mental, physical, visual, audio, and dexterity to be at levels that ensures the employee can accomplish the listed duties in both a safe and satisfactory manner. There may be a requirement to drive to meetings, travel on TDY, and work overtime and weekends.
