Director of Programs Management

The Director of Program Management is responsible for the planning and successful execution of all programs through the various stages of the program life cycle e.g. Capture, start-up, development, production and follow-on. In this role you will have responsibility for cost, schedule and technical requirements. The Director of Program Management manages the overall structure, operation and staff of the Program Management Organization, approves the assignment of individual Project Managers and manages their specific work actives.

Develops and enforces adherence with standard organizational PM processes, procedures, and metrics e.g.

Program Planning and Control.

Also serves as a member of the senior facility leadership team to improve the overall quality of processes within the organization.

Essential Responsibilities:
Provides leadership to the Program Management Team and is ultimately responsible for the businesses ability to meet cost, schedule, technical requirements, QA, financial and contractual performance commitments for a portfolio of programs ranging in size from a few hundred thousand to tens of millions of dollars.

Establish & maintain PM processes, procedures, tools & metrics e.g. Program Planning, Gate Reviews and Control (PP&C = IMS, EVM, CAM, etc.)

Leads the development, implementation and certification of formal Earned Value Management System.

Communicates business objectives

and priorities to

the program management team & ensures successful execution

Assures the establishment and maintenance of a Program Plan for each program.

Reviews and approves program budgets, baselines and estimate to complete

Arbitrates priority conflicts between stakeholders consistent with facility objectives and priorities

Monitors and reviews progress of programs with program master plans and schedules, including milestones and performance

Ensures programs are managed utilizing rigorous measures & controls such as EVMS, Cost baselining, Change Management, WBS development, risk mitigation planning, and resource planning

Coordinate and direct regular monthly reviews of all programs with the facility leadership team

Provide recognition and maintain morale and motivation of program management staff

Provide Internal Program Reports content as required.

Oversees the proposal process, ensuring proposal submittals, assures schedules, cost estimates, program execution plans, risk assessments & tech solutions are accurate, timely and executable.

Oversees Program teams made up of integrated product team (IPT’s) and other interdependent functions (i.e. Operations, QA, Engineering…)

Assess skills, knowledge, and abilities of candidates to make effective hiring and merit/bonus decisions and identified developmental needs

Provide training and development opportunities and serve in mentoring role for the Program Management team.

Ensures compliance with legal obligations including customer contracts, vendor subcontracts, proprietary agreements, representation agreements, teaming agreements and other.

Manages relationships with the customer community fostering a relationship of trust and mutual respect. Assisting when necessary to resolve program issues.

Qualifications

Qualifications:
·

Bachelor's degree in Engineering, Math, Science, Manufacturing, or a related field - MBA desirable

·

Minimum 10 years steadily increasing responsibility managing projects in a DOD / Defense manufacturing or production environment for high technology manufacturing industries.

Knowledge of Defense Acquisition process and customer requirements.

Prior experience with Lean, CMMI, Six Sigma or ISO certification.

Must be a U.S. citizen and be able to obtain a security clearance.

·

Excellent written and presentation skills, with the ability to clearly and competently convey complex messages to a variety of audiences including customers, senior management, employees

Experience developing cost, technical and management proposals from receipt of request through proposal submission and post submission support.

PMI certification a plus
