Manage the Recruitment and Employment function for the College. Also responsible for managing the College's efforts on Employee Diversity and Affirmative Action Planning.
DUTIES OF POSITION:
*(DENOTES ESSENTIAL FUNCTIONS)
*1. Plan, develop and direct the College's recruitment and employment processes including innovative and efficient approaches and processes to attract, hire and administer employee recruitment.
*2. Lead and manage the student employment function and processes focusing on increasing efficiencies while maintaining quality of programming.
*3. Develop innovative staffing strategies that include enhancing diverse recruitment efforts.
*4. Ensure staffing processes and procedures align with current future workforce needs.
*5. Manage full cycle of recruiting process from HR requisition through employee on boarding.
*6. Participate on all search committees and provide guidance and direction to ensure appropriate hiring/selection processes are followed.
*7. Counsel and train managers and supervisors regarding hiring practices and procedures to ensure compliance and understanding, Equal Employment Opportunity hiring, compensation guidelines and other applicable Board Policies and Procedures.
*8. Ensure recruitment files are completed in accordance with compliance standards including: interview evaluations, applicant tracking, etc.
*9. Prepare recruitment reports and Board exhibits as required.
*10. Prepare documents for presentation to the Board of Trustees for hiring, dismissals, retirements and resignations of faculty and administrative positions.
*11. Manage third party vendor relationships to ensure appropriate service levels are being delivered in cost effective manner.
*12. Responsible for the participation in and coordination of job fairs as appropriate.
*13. Assist with the development and delivery of New Employee Orientation and On Boarding programs.
*14. Serve as content expert on recruiting software tool to include training and management of applicant database.
*15. Responsible for recruitment advertising strategies and budget management including cost effective development and monitoring of advertising contracts for both print and electronic media.
*16. Ensure hiring work flow process is accurate to ensure compensation, benefits and payroll offices have correct information to add employees correctly to the HR/Payroll system.
*17. Receive, monitor and process hiring documents for all newly hired, transferred and terminated employees.
*18. Partner with Compensation Department to determine appropriate compensation offers for candidates in accordance with established compensation practices and procedures.
*19. Maintain expert knowledge of functional specialty to stay abreast of best practices, emerging trends and technological advancement and legal developments.
*20. Responsible for overseeing the coordination and scheduling of post-offer physicals and background investigations.
*21. Coordinate and develop the College's annual Affirmative Action Plan including the compilation of data on applicant pools and preparation of annual Affirmative Action Report. Monitor and evaluate diversity statistics and make recommendations for action as appropriate. Coordinate the Affirmative Action Committee meetings..
*22. Serve as primary contact for the College in interpreting and coordinating employee immigration issues. Conduct ongoing monitoring and follow-up of immigration employment eligibility.
23. Manage the supervision of the reception of visitors, applicants, staff and students by telephone, in person, electronic media and via written materials.
24. Manage compliance with the College's relocation policy.
25. Responsible for the selection and placement of temporary clerical services for the College.

Bachelor's Degree in Human Resources Management or related field.
Minimum six (6) years' of progressively more responsible experience in Human Resources. Must have proven track record in managing Recruiting/Employment functions for fast, complex operations including strong knowledge of effective recruiting software tools and developing efficient and user friendly processes and procedures. Previous supervisory experience and strong "team" emphasis a must. Exposure to and/or experience in Affirmative Action Planning and development and Diversity initiatives required.
Recruiting and employment experience in an educational institution. Other Human Resources experience may also include: Employee Relations, Compensation, Training, etc. Experience using creative sourcing mechanisms such as the utilization of social media and internet based sourcing tools (LinkedIn).
