The Airfield Planner is responsible for the supervision of the Airport Master Plan focused on the airside area. Duties include identifying, planning, and implementing improvements to the airside area that increase airport operations and successfully manage the various activities associated with airport airside areas; assisting in developing and managing airport master plans and implementing best strategies for airfield improvement; assisting in developing and proposing annual budget capital improvement programs including material and equipment acquisition; support Assistant Director in managing consultants for airside design contracts including consultant selection/development, contract negotiation/compliance/administration; and overseeing the progress of all HAS airfield related projects. The Airfield Planner must remain current with new and emerging technology, materials and methods and best apply them to IAH, HOU and EFD plans. The Airfield Planner may represent the Assistant Director before business, professional, civic and/or other organizations/groups, make recommendations concerning airport system needs and act as a compliance liaison with other City departments and with local, state and federal government entities.
Performing these duties will involve: observing and differentiating details; attending to details amid distractions; problem identification and analytical skills; managing multiple priorities; ability to interpret technical and detailed guidelines; writing and speaking effectively; proposing and implementing a course of action; and dealing with individuals and groups in a professional manner. Regularly utilizes a personal computer and word processing, spreadsheet, and database software application. Operate city vehicles; occasional walking, standing or sitting for extended periods, and lifting up to twenty (20) pounds. May require visiting sites at the various airport locations. Must be willing and available to work all shifts, including rotations, weekends and holidays. Must be able to obtain and maintain security clearances.
MINIMUM EDUCATIONAL REQUIREMENTS
Bachelor's degree in Aviation Planning, Architecture, Engineering or a field directly related to the type of work being performed.
MINIMUM EXPERIENCE REQUIREMENTS
Five (5) years of professional airport planning experience.
MINIMUM LICENSE REQUIREMENTS
Valid Class C driver’s license and compliance with city’s policy on driving (AP 2-2).
Prefer ten years of airfield design and planning experience. Experience in large or medium hub airfield planning for airlines or airports. Familiar with ICAO/IATA airport planning and FAA/TSA/CBP/Security standards and with general aviation, cargo facilities, equipment repair shops, hangars, and ramp operations. Knowledge and experience with environmental impact studies and statements. Professional certification/licensing (AICP, AIA, PE, or private pilot certificate). Solid experience in developing capital improvement project plans and leading project teams.
