Field Administration Manager- Guam

Provides management and oversight for all contractual, procurement and regulatory matters for PTG Guam program management. Responsible for creating and updating the financial model and supplying critical contracts and financial information to Guam Business Manager and Program Manager in a timely basis. Responsible for project change order control, as well as the startup, administration and closing of project field offices.
Establishes a project change control procedure and monitors its implementation. This involves reviewing all incoming and outgoing correspondence and notes of meetings for the identification of changes to the contract. It also includes the determination of the cost and schedule impact and obtaining the contract change order.
Oversees billing on cost-reimbursable projects, ensuring that invoices have adequate documentation to satisfy client auditors. Manages accounts payable and related functions. Receives progress payments on lump sum projects, and works with Business Manager.
Participates as a member of the negotiating team, consisting of business development and project management personnel, for establishing business terms and contract conditions.
Drafts contracts for professional services and construction projects. Proposes alternative text/clauses to client contracts, as appropriate for the Company business. Ensures that the contract is thoroughly reviewed for legal, risk management, tax, and accounting issues prior to submitting to management for approval.
Reviews contracts with suppliers, and oversees administration of the prime contract. Ensures that the entire technical project team has a thorough understanding of the contractual terms. Ensures project procurement and subcontracting policies adhere to project plan.
Serves as liaison between clients, Parsons management, joint venture partners, internal and external auditors, and funding agencies or institutions on matters related to project financing.
Monitors and administers the business provisions of assigned contracts to ensure compliance with contractual terms and conditions. Advises the Contracts Manager regarding scope, financial, and risk issues of applicable contracts.
Performs other responsibilities associated with this position as may be appropriate.
4-year degree in Business Administration and/or Finance (or related field) and at least 8 years of experience, including prior accounting/financial experience on a project. Must possess at least 10 yrs of procurement and contract experience. Prior experience with public agency is a plus.
Relocation will not be provided for this position.
Proven ability to perform in a lead capacity, excellent written and oral communication skills, and a thorough knowledge of industry practices and company policies and procedures are required. Must also possess a thorough knowledge of project-related software and the ability to train others in its use.
