AAI Corporation, an Operating Unit of Textron Systems Corporation, located in Hunt Valley, MD has several openings for Contracts professionals with five to ten years experience. In addition to providing contract leadership, advice and support to management and program teams, they will be responsible for all aspects of contract management throughout the contracting process, from pre-proposal activities through contract close-out. In performing this role, the Manager Contracts will:
Ã¢â‚¬Â¢ Ensure the contracts function serves as the primary customer interface and official point of contact for all contractual matters during all phases of contract formation and administration.
Ã¢â‚¬Â¢ Ensure the contracts function provides appropriate business area support in all pre-contract formation activities, such as: review of solicitations and terms and conditions, performance of risk analyses and assessments, participation in bid/no bid decisions, provide guidance on proposal strategies, development and preparation activities, review of cost proposals, maintenance of cost and pricing data records for TINA compliance, support fact-finding and DCAA audits, and lead negotiations.
Ã¢â‚¬Â¢ Proactively manage and administer a variety of contracts (government/commercial, domestic/international) of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto; prepare and coordinate business correspondence; generate required contract-related reports; and maintain accurate and complete contract files and records for the company.
Ã¢â‚¬Â¢ Remain actively engaged with (and serve as an integral member of) assigned management and program teams. Develop strong interfaces with AAI personnel in other functional areas and maintain close contact with appropriate levels of management as necessary to be effective as Manager Contracts. Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify program leaders and management of potential non-compliances or other problems that could have an adverse impact on the company. Recommend to program leaders and management contract solutions and strategies that will favorably impact the company.
Ã¢â‚¬Â¢ Identify, manage and negotiate contract changes, and coordinate resolution of contract issues internally and with external customers. Work with program leaders and management to ensure that an effective contract change management process is in place. Provide advice and guidance regarding contract disputes and actively participate in resolution of these matters.
Ã¢â‚¬Â¢ Actively manage and oversee the process of closing out completed contracts.
Ã¢â‚¬Â¢ Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
Ã¢â‚¬Â¢ Serve as an integral member of the TSC/AAI Legal and Contracts organization. Ensure coordination with Legal on contract matters that may have legal significance (such as, identifying to Legal non-standard or potentially high risk terms and conditions) prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.
Ã¢â‚¬Â¢ Actively pursue continuing contracts education opportunities to remain abreast of industry trends and changes to contracting laws, regulations, and practices.
Ã¢â‚¬Â¢ Identify opportunities for process improvement, applying Six Sigma principles and concepts where appropriate.
Ã¢â‚¬Â¢ Perform other contract-related duties as assigned.
â€¢ Comprehensive knowledge and understanding of contracting principles and all contract types. Strong knowledge of the current acquisition regulations and other laws and regulations applicable to contracts.
â€¢ Excellent interpersonal, leadership, management and mentoring skills.
â€¢ Extensive knowledge of the federal acquisition process, government contracting principles and governing regulations (including FAR/DFAR).
â€¢ Demonstrated experience in reviewing Terms and Conditions, identifying risk areas and proposing and negotiating more favorable terms.
â€¢ Excellent contract drafting and negotiation skills and demonstrated experience in contract administration.
â€¢ Sound understanding of commercial contracts, business agreements and general business practices.
â€¢ Strong knowledge of subcontracting practices, accounting, finance, pricing, and estimating principles, and business law.
â€¢ Demonstrated knowledge of international contract terms, ITAR and US import and export regulations.
â€¢ Solid understanding of applicable military and commercial specifications and standards.
â€¢ Strong business acumen, problem solving abilities, and good judgment.
â€¢ Excellent oral/written communication, analytical and organizational skills.
â€¢ Proven ability to effectively communicate with all levels of management and manage from remote site location.
â€¢ Ability to manage multiple work assignments and meet critical deadlines.
â€¢ High integrity and an unyielding commitment to compliance.
â€¢ Willingness and ability to travel domestically and internationally.
â€¢ Personal computer skill proficiency.
â€¢ BA/BS degree in a related field. Law or Advanced degree preferred.
â€¢ 5 -10 years demonstrated experience primarily with federal DOD and international contracts, including working directly with the DOD and Prime Contractors.
â€¢ Prior supervisory/managerial experience desirable.
â€¢ Certified Professional Contracts Manager (CPCM) a plus.
