Title: Public Health Project Specialist:
Preparedness and Response Exercise Developer—Design and Implementation
Minimum Education Requirements: DrPH, DVM (MPH) or MD (MPH)
Minimum Experience Requirements: 4 to 6 years experience working in the public health field on preparedness planning activities. At least 4 years experience in design and implementation of exercises involving cross jurisdictional public health programs, development of preparedness document to include, concept of operations, response plans, and guidance documents. Supports the Senior Public Health Project Specialist in the development and delivery of guidance documents, exercises, and training in support of program objectives. The exercise planning team duties will include exercise foundation, design, scenarios, development, conduct, and evaluation utilizing NRF, NIMS, ICS, HSEEP frameworks. Additional familiarity with HHS ESF-8 functions is desirable as well. The successful candidate will work as part of an integrated team that determines exercise objectives, tailors the scenario to meet the BioWatch Program’s needs, and develops documentation used in evaluation, control, and simulation, creation and evaluation of after action reports and lessons learned experience. Planning team members also help with developing and distributing pre-exercise materials and conducting exercise planning conferences, briefings, and training sessions.

Baseline Description of Responsibilities: Performs the functions of a technical expert in the relevant public health field in support of major programs or system development. Applies expertise in defining and resolving system issues, performing analysis, and developing plans and requirements in the subject-matter area for complex systems. Leads team in the development and delivery of guidance documents, exercises, and training in support of program objectives.
