QED’s USAID/Iraq-funded Manpower II Project directly supports USAID’s strategy of supporting the political, economic, and social conditions necessary for a stable, prosperous, and democratic Iraq. Manpower II’s work is helping enable USAID/Iraq, and Iraqi companies, civil society, and government to fully utilize the skills and experience of technical specialists. Task orders implemented under the project aim to contribute to USAID programmatic objectives in Iraq by strengthening government institutions, improving public services, strengthening private sector growth, and empowering civil society.
USAID/Iraq has commissioned QED, under the Manpower II contract, to conduct an evaluation of USAID/Iraq’s Primary Health Care Project (PHCP). PHCP is implemented by University Research Co. and is managed by USAID/Iraq’s Capacity Building Office.
PHCP’s strategic interventions began in March 2011 and are planned to continue through March 2015. PHCP is a USD 74.9 million nationwide project focused on helping the Ministry of Health (MoH) to strengthen Iraq’s primary health care sector and achieve their strategic goal to provide improved Primary Health Care (PHC) services to their citizens. The project is designed to modernize PHC by introducing international standards for a) quality of care, b) administration and management of health services and c) provider-client relationships.
Duties and Responsibilities:
QED is seeking a Team Leader/Evaluation Expert to lead the evaluation team’s efforts in planning, conducting, and writing up of the evaluation. The Team Leader/Evaluation Expert shall work closely with a team comprised of two Health Sector Experts, Iraqi Data Collectors if required, a Translator/Interpreter, and QED’s staff. The Team Leader shall lead the team and delegate responsibilities among the team to ensure that all deliverables, including formal presentations and written reports are met on time and with high quality. The Team Leader/Evaluation Expert will take day-to-day guidance from QED’s Senior Monitoring and Evaluation Advisor. The work is expected to take place from approximately February 2013 – April 2013 with on-site work in Iraq anticipated in March 2013.
Conduct background research

Provide independent and objective recommendations and conclusions using evaluation data
Present briefings and updates on the evaluation periodically throughout the period of performance
Lead team efforts to draft the report, revise, and finalize the report
Thorough familiarity and experience with design, techniques, and management of evaluations of donor funded programs in the health sector, particularly with USAID evaluation policy and standards
Experience with strategic planning, implementation, and monitoring of global and national health programs
Familiarity with project administration, financing, and management of USAID programs
Experience managing diverse teams
Ability to interface effectively with governmental counterparts, NGOs, donors, and beneficiaries
Advanced educational degree in relevant field
Relevant experience regionally is desirable, especially in Iraq.
Strong writing and oral communication skills in English. Arabic language skills are desirable.
