DCHBX IT Consultant for Health Benefit Exchange Authority
The DC Health Benefit Exchange Authority (DCHBX) seeks a contractor who will provide subject matter expertise on infrastructure enterprise architecture and on health care applications. The contractor must be a seasoned practitioner in business, information, applications, and technology architectures of systems.
Minimum 15 years of technical hands-on and leadership roles in the design, development, deployment, and operation of business-critical IT systems and services. Broad and deep capability in implementing diverse application technology and systems software, including “mature” and state-of-the-art mainframe, midrange, desktop, laptop, and mobile platforms.
Particular expertise required in Service-Oriented Architecture (SOA) implementations; must be adept at moving organizations from legacy applications and systems to SOA infrastructures. Must be able to deliver sophisticated ESB-based, lean SOA enterprise architectures in complex enterprises.
Must be able to provide expert guidance to private industry environments and to state and local government environments in emerging technologies, SOA architectures, enterprise architectures, cloud computing, and Gov 2.0 APIs.
Must have end-to-end experience building enterprise architecture programs, processes and frameworks, including enterprise SOA implementations and developer APIs.
Must have design experience in next-generation SOA infrastructures. Must have experience architecting local data hubs. Data hub design and implementation experience for Health Benefits Exchanges a plus.
Experience in the health care industry or in Health Benefit Exchange systems a plus.
