The National Agricultural Statistics Service is the data collection and dissemination arm of the U.S. Department of Agriculture. NASS gathers and publishes a vast array of information on every facet of U.S. agriculture, including production, economics, demographics, and the environment.
The National Agricultural Statistics Service is seeking qualified recent graduates to provide analytical survey work of a statistical nature in support of the NASS Census of Agriculture.
This is an Excepted Service appointment. Upon completion of the program requirements, the appointment may be converted to a term (time-limited), career, or career-conditional (permanent) appointment but there is no guarantee.
This position has promotion potential to the GS-12 level which is contingent upon successful completion of the program and a career conditional appointment (promotion is not guaranteed).
The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 14.16% to a high of 22.52%. Pay will vary by the locality rate for the geographic location where the position is located.
Relocation expenses will not be authorized.

As a participant in the Pathways Recent Graduates Program, you will:
Review agricultural and statistical survey data from the 2012 Census of Agriculture
Analyze and participate with higher graded statisticians in the analysis of summarized survey data and analytical comments
Prepare preliminary recommendations and analysis of interpretive comments to substantiate the data contained in the questionnaires
Review survey forms and questionnaires to determine validity and proper representation of reports
Applicants must have completed a qualifying associates, bachelors, masters, or professional, doctoral or technical/vocational degree or certificate from a qualifying education institution within the previous two years. Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (or certification) was completed.

This position has a positive education requirement. To be minimally qualified for this position you must meet one of the Basic Requirements as follows:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Minimum Qualification Requirements:
In addition to meeting the basic entry qualification requirements described above, applicants must also meet the following specialized experience or education requirements to be minimally qualified for this position:
GS-09: Applicants must have 1 year of specialized experience equivalent to at least the GS-07 level or 2 years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree in agricultural sciences. For this position, specialized experience is experience conducting statistical studies and data analysis, preparing data reports, and recommending new procedures and data sources for substantiating data.
Combining Education and Experience: Equivalent combinations of successfully completed graduate-level education and experience may be used to meet experience requirements.
