BASIC FUNCTION:
The basic function of this position is to lead the technical research, architect solutions that fulfill strategic technical and business requirements and serve as a subject matter expert in the implementation of new technologies in order to successfully enable activities critical to the success of PSCU as the industry leader in credit union financial services. The incumbent will analyze current technical and operational processes along with existing technology platforms, anage the creation of a strategic technical architecture approach that satisfies business and systems requirements and oversee their implementation. They will assist Information Technology in organizing, planning and resolving issues impacting the successful completion of assigned projects. The incumbent will also interact with PSCU employees, external clients and vendors. Additionally, they will provide guidance, leadership and develop architecture standards for all systems and applications. They must monitor and review existing and emerging technology activities for adherence to architectural standards, and provide specific recommendations in the management of technology and product development projects for PSCU.

ESSENTIAL FUNCTIONS:
Ability to demonstrate strong reasoning and analytical skills resulting in in-depth technical and operational analysis.
Ability to research, recommend and architect complex new solutions within a dual-site high-volume, 24 X 7, data center.
Ability to communicate effectively in both verbal and written formats with individuals and/or groups and give presentations utilizing various audio/visual support aids.
Ability to manage multiple priorities and deal effectively with senior management, staff members, clients, and vendors.
Ability to exercise discretion and independent judgment in making decisions that will have a significant impact on the organization.
Ability to utilize personal computer, telephone, facsimile, copier, calculator and other general office equipment.
Ability to travel by automobile, plane, train, etc.

RESPONSIBILITIES:
Manage the creation and maintenance of the technical and systems architecture policies, procedures and best practices for all SOA solutions.
Contribute to the creation of comprehensive end-to-end enterprise SOA RoadMap and Content Repository for all application solutions that adhere to established polices, procedures, practices, and defined playbooks.
Implement SOA governance policies that align and enforce enterprise architecture with all areas of IT, ensuring that architectural procedures are adhered to in the implementation of new and/or modified systems.
Create and implement technical architecture policies utilizing best practices that ensure that all solutions will be delivered in a manner that allows PSCU to maintain market leadership.
Work with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions.
Monitor the progress of technology projects and assist in the resolution of issues and delays impacting the successful conclusion of the project. Serve as the subject matter expert on assigned projects.
Oversee solution initiatives between in-house developers, third-party applications developers and outside consultants.
Critique completed projects to determine variations from established processes and identify opportunities for process and architectural standards improvement.
Resolve issues arising from requests to change systems specifications or defined tasks.
Monitor new technological advances in application development and Information Technologies through professional groups, trade publications, and personal networking. Recommend and plan for the adoption of appropriate new technologies.
Perform other miscellaneous duties as assigned.

LEADERSHIP RESPONSIBILITIES:
Provide systems architecture direction and leadership to various groups within Information Technology, implementations, and product ownership staff; guide and coach staff in the completion of their daily responsibilities and ensure that established policies and procedures are followed.
Provide systems architecture training, guidance and direction to personnel within IT to assist them in their professional and personal development, particularly with respect to mentoring team members in design, technology, and processes and in object-oriented design, system design, and database design.

EDUCATION:
Bachelor's Degree in Information Technologies or related field or equivalent combination of education and experience required. MBA Preferred.

EXPERIENCE / SKILLS:
2+ years experience with SOA solutions: Any of the following, but not limited to: IBM WSRR WebSphere Service Registry and Repository (preferred), H/P Systinet, UDDI, or other equivalent

2+ years experience with designing SOA (Service Oriented Architecture) solutions.

2+ years experience developing web services-based applications with SOA (Web Services, WSDL and SOAP, REST), in JEE implementations is required

Experience with SOA governance principles such as service versioning, service specifications, service level agreements

Experience with developing or implementing Web services best practices such as multi-part WSDL files, namespace standards, and compatible interface changes

Experience or exposure to implementing RESTFul services using XML or JSON

Experience using Unified Markup Language (UML) modeling tools to design class diagrams with generalizations, directed associations, and state machine diagrams

Proficiency with Java

Experience using IBM WSRR Studio to customize the Governance Enablement Profile business models, classifications, lifecycles, and governance policies

Experience using IBM WSRR Java, SOAP, and REST APIs from a Java servlet or ESB layer

Experience developing custom Java validation, notification. and modifier plugins for IBM WSRR

Experience developing Business Process Execution Language (BPEL) flows or mediation flows with Middleware tools such as, but not limited to: IBM Business Process Manager/WebSphere Process Server, WebSphere Enterprise Service Bus or other equivalent

Experience with Appliance based solution such as, but not limited to: IBM WebSphere DataPower (preferred), Layer7, or other equivalent

WebSphere Application Server development experience.
Minimum of ten (10) years diversified business experience required with eight (8) years experience as a software/systems architect, with three (3) years experience as an enterprise architect in an organization of at least equivalent size and complexity, including demonstrated experience with enterprise software, EAI and SOA. Proven experience creating and managing technology standards and governance issues.
Minimum of eight (8) years of diversified technical experience including deep expertise with Java, .Net, Oracle, SQL Server, Unix, Microsoft, VMWare, Active Directory, Lawson, Salesforce.com, IBM Portal, IBM WCM; including experience configuring and optimizing application and database servers and extensive knowledge and experience with object oriented design and mentoring others in architectural principles and design patterns. Experience with Avaya Aura, Witness, and Symposium is strongly desired.
Minimum of five (5) years experience in full system design including relational database design, infrastructure design, OS choices, capacity planning, server sizing, transaction severs, server mirroring and load balancing, fault-tolerance, data integrity, system security, testing, code analysis tools, etc. Experience with data warehousing and data mining is strongly desired.
Minimum of five (5) years experience in managing all phases of complex technology projects including the selection, implementation and support of various technology solutions and applications deployed through the use of local and wide area networks and integration with host-based legacy systems, with a particular emphasis on services based approaches (i.e. SOAP, REST, WOA).
Minimum of three (3) years experience in the financial services industry.
Minimum knowledge in industry leading business analysis, technology and enterprise architecture methodologies such as UML, RUP, TOGAF, OpenGroup, IEEE, ITIL W3C, OMG, etc. as well as common business processes in Finance, Human Resources and Corporate Administration.
Strong project management, time management and organizational skills required, including proven experience with a variety of development methodologies (i.e. waterfall, spiral, agile, iterative).
Proven leadership skills and strong analytical and organizational skills required
Written and oral communication skills
The ability to communicate and influence business and technical staff
Experience with Payment Card Industry Data Security Standard (PCI DSS) implementation and monitoring required.

26. Ability to travel as needed to meet BCP/DRP needs; ability to serve on-call on a 24-hour basis.
