Responsible for verification of the accuracy of processed payroll documents and forms and related personnel actions and benefits forms; verifying the accuracy of responses to inquiries provided by HRSC Reps to TSA, HR Reps management staff and employees concerning a variety of payroll and related personnel and benefits issues (i.e., salary overpayments, incorrect duty station/state taxes, FEHB deductions, TPS contribution and loan payment, etc.). Research each case, determine nature of error and correct the personnel/payroll system. Work in cooperation with appropriate teams (personnel and benefits) in the various units of HRSC and ensure that errors are corrected promptly and accurately. In cases where an error results in an employee being improperly paid, he or she may be required to notify the individual of the amount and circumstances. In conjunction with the NFC, take appropriate steps to resolve issues and prevent the problem from recurring.

Specific Job Description Serves as a Quality Control Specialist in the HRSC, Payroll Processing Office with primary responsibility of providing technical advice and guidance to HRSC, Personnel, Payroll and Benefits (PP&B) staff, TSA-OHC management officials and TSA employees at all levels on complex and routine type of payroll related employees problems, (i.e., pay discrepancies, discrepancies in leave balances, Time and Attendance Reports, DD/EFT financial organization ACH/Federal Reserve Bank changes and collection procedures for outstanding debts, problems and issues involving the automated personnel/payroll system, etc.).
Review and evaluate new personnel/payroll operations requirements issued by the NFC. Confer with personnel/payroll and human resources specialists for additional information on complex personnel/payroll issues and processing problems.
Remains up-to-date on all TSA-OHC Management directives, NFC, Payroll System directives and procedures and provide assistance to operating location timekeepers and certifying officers in identification and resolution of T&A processing questions. As directed, reconciles data between the T&A program and the NFC Payroll/Personnel Operations System.
Able to identify any internal control weakness and recommend corrective measures for review and implementation to the HRSC management and Reps. Knowledge, skills, and abilities to perform successfully duties of the positions and that are typically in or related to the position of Quality Assurance Specialist.
Serves as a subject matter expert and provides expertise as it relates to Federal HR arena. May be asked to review transactions for accuracy and completeness, interpret HR policy and regulations to determine impact on program operations and management, conduct training on policy and procedure, and prepare HR reports or analytics and recommends process improvements.
