Manages the financial resources of the Numbered Air Force (NAF) and the RSG through financial staff services to included accounting, budgeting, cost and management analysis, financial plans and systems and to serve as financial management technical expert and advisor for identifying, analyzing, and resolving a range of controversial management issues.

·

Designs, establishes, and maintains an integrated financial management system, including budgeting, accounting and managerial financial reporting which furnishes timely data that is used in the direction, evaluation, and control of operations at all levels of management throughout the NAF/RSG.

·

Develops an integrated financial planning and reporting process which involves long range plans as well as the current fiscal year budget to forecast factors such as manpower, cost and fiscal data, performance standards, workloads and backlog tabulations, etc, and planned program changes.

·

Serves as the NAF/RSG financial management advisor; actively participates in NAF/RSG management committees, task groups and AD HOC management groups.

·

Prepares and conducts special studies, analyses and data reviews to review, analyze, evaluate and report on NAF/RSG resources and on NAF/RSG financial management program accomplishments, improvements and financial trends.

This is a Centrally Managed Position in the Financial Management Career Field

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, the specialized experience must have been at the GS-12 grade level in the Federal service or equivalent under other pay systems.

Examples of creditable specialized experience include c

omprehensive and detailed knowledge and understanding of all aspects of the financial management process and of governing policies, laws, principles, theories and techniques of financial management, and Air Force accounting procedures. Thorough knowledge of Air Force and Air Force Reserve organizational structures, operating programs, mission and functions.

Skill in planning and managing program activities.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.

Ability to plan, administer, and monitor expenditures to ensure cost-effective support of programs and policies.

2.

Ability to interpret and apply laws, regulations, policies, standards, and procedures to ensure financial regulations and policy are adhered to.

3.

Ability to utilize a wide variety of cost estimating/cost analysis/financial analysis techniques to develop and brief recommendations derived from the analysis.

4.

Ability to determine the priority of work to be accomplished to meet organization deadlines.

PART-TIME OR UNPAID EXPERIENCE

:

Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT

:

Comprehensive and detailed knowledge and understanding of all aspects of the financial management process and of governing policies, laws, principles, theories and techniques of financial management, and Air Force accounting procedures.

Thorough knowledge of Air Force and Air Force Reserve organizational structures, operating programs, mission and functions.

Skill in planning and managing program activities.

A high degree of initiative, tact and persuasiveness is required to execute programs, conduct meetings, negotiate financial management problems, and implement financial management activities.

·

May be required to work an uncommon tour of duty, and perform TDY assignments using military and/or commercial aircraft.

·
