P3 Planner (TLES)
Purpose of Job:
To provide TLES with the necessary planning skills, experience and support required to develop the resourced and cost loaded plan, schedule and monitor its progress to enable the projects to be delivered to time, within cost and to quality and safety standards.
As a member of the Tube Lines Escalator Services team, contribute towards the management of the maintenance & refurbishment of non-JLE escalators, contributing to the delivery of EMRP with the goal of ensuring that all works comply with management standards and procedures as mandated by LUL or Tube lines.
The job holder will report to Commercial & Planning Manager for day to day project planning and scheduling responsibilities and duties and guidance.
Development and maintenance of TLES project control schedules in the company’s P3e/c database in accordance with appropriate procedures, guidelines and instructions. Update and progress programmes at a minimum of 4 weekly intervals in line with Tube Lines’ timetable for reporting to TLL Projects Infrastructure.
Ensure that project schedules accurately reflect the scope and budget of the project in accordance with an agreed Work Breakdown Structure and are of sufficient detail to enable project progress to be accurately monitored, reported and communicated.
Agree lower level schedules with task managers and contractors which can be summarized to accurately monitor and report progress against various elements and / or stages of the project and adequately reflected into the project control schedule.
Manpower resource load activities which summarize work scope of more detailed activities and indicate the correct forecast of work to be performed.
Arrange for progress review meetings to be held as necessary (minimum 4 weekly) with the Project Delivery Manager, Project Site Managers and contractors to review and validate project progress. Propose agenda, structure and timetable for the meetings and ensure that they interface with Tube Lines period reporting requirements and timetable.
Review and analyse contractor programmes in line with the contract. Recommend appropriate course of action and prepare response on behalf of the Project Delivery Manager.
Conduct regular site visits and interface with contractors and Tube Lines site personnel as necessary to authenticate progress.
Prepare project progress reports for review and validation by the Project Delivery Manager. Identify variances from the project baseline plan and propose corrective actions to minimise / mitigate delays. Analyse trends and identify issues which have a potential to affect progress and cause delays. Assist the project team in identifying and choosing corrective actions.
Analyse and report to Project Site Managers on the overall project activities and monitor project milestones and critical activities for both TLES and Contractors (internal and external) and identify potential problem areas.
Analyse trends (changes) which may imply delay and propose any required corrective actions to ensure that projects are delivered to the required cost, time and value targets.

General Safety Responsibilities:
The job holder must be committed to the Company’s General Safety Policy statement and the Company’s safety programme and be aware of his/her contribution to the programme, including requirement to monitor safety performance and compliance with the systems established to assist in maintaining high safety standards.
The job holder must be familiar with the safety legislation that is relevant to his/her post and comply with the necessary statutory requirements. These will include the Health & Safety at Work Act, Fire Precautions Act 1971 and associated regulations.
Must adhere to all rolling stock safety standards as stipulated but not restricted to; RIDDOR, COSHH, H&S at Work Act 1974, Electricity at Work Act

Required Skills and Experience:
Proven track record of developing programmes from 1st principals through engineering, procurement and construction.
Competent user of planning software application, principally Primavera P3ec/P5/P6 is essential.
Engineering Degree or Engineering apprenticeship including HNC or relevant experience is desirable.
Competent user of Microsoft Word, Excel and Power Point suite is essential
Demonstrable experience of Project Planning within the construction environment, ideally the rail sector is desirable.
