Functional Area:
Application Development & Integration

The C5I Business Unit provides turn-key solutions and Integrated Life Cycle services in system engineering, enterprise architecture, business process engineering, networks, telecommunications and IT and space system engineering, integration, installation and operations and maintenance for a diverse group of government and commercial customers worldwide. The C5I unit has over 400 employees and some of our key customers include the US Air Force Space Command, US Strategic Command, North American Aerospace Defense Command, US Northern Command, Pentagon, Department of Energy, State Department, Department of Homeland Security, and other Department of Defense, Federal and State agencies and commercial customers.

Job Description:
To provide direction on projects from inception through completion and to provide technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customer. Manages and coordinates technical and administrative staff by assigning, scheduling, prioritizing, coordinating, and facilitating multiple tasks. Evaluates performance of subcontractors and staff in terms of actual and planned task schedules and resource requirements. Reviews work for quality assurance. Composes memoranda, reports, and other documentation highlighting project steps and status for daily and weekly meetings with customer. Attends meetings and makes presentations about project status and work commitments. Ensures training of all staff members and instructs them on customer’s methods, procedures, and standards. Evaluates, develops or implements procedures regarding project documentation and development. Troubleshoots technical problems and takes corrective action. Reviews employee schedules and time cards. Participates in long-range planning, analysis, and program design. Participates in the planning and design of new projects as requested. Other duties as assigned.

Required Skills and Experience:Responsibilities/Duties:
  • Develops and maintains the Web and Electronic Publishing (WEP) team SharePoint site to support new initiatives and tasks
  • Works with the WEP team to facilitate the development, documentation, and management of program performance measures
  • Works with the WEP team to conduct business process re-engineering activities and develop associated process re-design documentation
  • Advises on and assists with the development and implementation of program governance and policies, processes, and procedures development
  • Provides meeting management and logistical support
  • Prepares meeting agendas, minutes and weekly status reports
  • Accurately tracks and manages project tasks, activities, and documentation
  • Prepares project reports and assists with development and implementation of communications and change management plans in support of Web projects
  • Conducts Web quality assurance tasks as assigned, participating in testing Web site content to ensure correct formatting, display, and properly functioning links
  • Develops and implements project quality assurance measures and plans
  • Leads large or complex initiatives, programs, processes, or analytical tasks
  • Accountable for program or process-based deliverables and outcomes
  • Leads large cross-functional teams
  • Provides management review of all new project/program management standards
  • Conducts organization change management studies
  • Provides management oversight on all requirements analysis, user acceptance testing, and business analysis activities
  • Identifies new trends in Project Management and makes recommendations for implementation
  • Provides management oversight and review of all Independent Verification and Validation (IV&V) activities
  • Provides portfolio analysis briefings based on information collected from the Portfolio Management tool and other sources
  • Leads project management brainstorming sessions
  • Prioritizes key project/program tasks and delegates task assignments where appropriate
  • Responsible for managing project and program resources
  • Ensures programs and projects meet scope, cost, schedule and quality commitments/requirements
  • Conducts project portfolio modeling and analysis
  • Develops and maintains individual and integrated project schedules
  • Implements mechanisms for management of program risks and issues
  • Experience with leading Web based projects (Requirements, Design, Prototype, Testing, Deployment)
  • Familiar with the System Development Life Cycle
  • Familiarity with Microsoft SharePoint MySite is a plus
  • Ability to communicate effectively both orally and in writing, to present quantitative and/or qualitative information in a clear and concise fashion, and to make effective presentations to senior level staff
  • Ability to develop and maintain effective working relationships with internal customers and stakeholders, as well as staff in other organizations
  • Bachelor’s Degree and 11-14 years of relevant experience or
  • Master’s Degree and 9-12 years of relevant experience
  • Project Management Professional (PMP)
  • Active Public Trust is a plus
