What are the Major Duties of this Position?
The incumbent is responsible for facilitating therapeutic recreation, leisure, social psychology, rehabilitation, and human development theories and concepts as related to the nature and scope of human service delivery systems, and integrates these in a variety of settings.
The incumbent is responsible for identifying and analyzing the Bureau’s mission; the population served; Bureau’s standards; and resources for services, to include funding sources.
The incumbent is responsible for developing the statement of purpose and goals; specific programs; and prepare written plan of operation. Responsible for the assessment and treatment of inmate patients for therapeutic recreational needs, to include obtaining and reviewing pertinent background information from records and from other professional staff; selecting assessment instruments and procedures based on need of the inmate served; interviewing the inmate served; administering instruments; and observing behavior to assess physical, social, emotional, cognitive, leisure, and lifestyle needs and functioning; analyzing and interpreting results from assessment procedure. Discusses results of assessment and designs individualized interventions plan. Documents goals and plans, consistent with policy and professional guidelines.
Documents significant clinical information regarding the treatment process in medical record recording progress, functioning and intervention outcomes; ensures data is current and legible. Maintains current records of treatment and programs, to include monitoring and determining effectiveness of interventions and revising plan as necessary.
Establishes and maintains therapeutic relationship with inmate, creating and maintaining a safe and therapeutic environment. Independently plans, coordinates, and facilitates a broad range of adult individual group therapeutic recreation activities for inpatient/outpatient medical, using sound judgement based on established criteria and standards. Maintains fund allocation and expense records.
Interacts with other medical and mental health staff to provide continuity of patient care and ensure effective treatment planning; integrates information collected during the assessment process for use in planning services for the inmate served and reports results to the treatment team.
Designs and administers therapeutic recreation programs when established treatment programs are not applicable; must substantially adapt programs for inmate patients who are acutely ill or have severe mental disabilities. Incumbent must vary the treatment program in response to significant changes in the condition of the patient.
Actively participates in interdisciplinary treatment planning, providing expertise in therapeutic recreation; acts as an educator, therapist, leader, facilitator and resource in the delivery of therapeutic recreation services. Provides staff in-service education sessions on appropriate and current therapeutic recreation techniques.
Maintains a close working relationship with health services staff, psychologists, unit teams, and correctional personnel pertinent to the performance of the duties of this position.
Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. QUALIFICATIONS REQUIRED:

Degree - recreational therapy or in a creative arts therapy field (art therapy, dance therapy, music therapy, or psychodrama); or a major in an appropriate subject-matter field with therapeutic emphasis or concentration.

Applicants who meet the Basic Requirements described above qualify for the GL-05 level.
In addition to having the above Basic Requirements, applicants must also meet the following:
Education: Two years of progressively higher level graduate education leading to a master’s degree OR master’s or equivalent graduate degree.

Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in assessing and treating patients for therapeutic recreation needs and obtaining information through records or professional staff.
Experience in updating and documenting clinical information regarding the treatment process in medical records.
Experience in planning, coordinating and facilitating a broad range of adult individual group therapeutic recreation activities.
Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required to next lower grade may be combined with experience. This experience must have equipped you with the knowledge, skills, and abilities to perform the major duties of this position as described above.
Credit will be given for experience gained in community, cultural, social service, and professional association on the same basis as paid work experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.
