This position is located in the Human Resources Office (HRO) servicing Army and Air National Guard technicians. The primary purpose of this position is to serve as the statewide functional expert and point of contact with management, supervisors and employees in the administration of the employee benefits program.
Area of Consideration: Open only to current Virgin Islands Army & Air National Guard enlisted members within the grade of E5 - E8. Virgin Islands Air National Guard member must be eligible to acquire membership in the Virgin Islands Army National Guard in an available and compatible military grade for the excepted technician position.

Type of Appointment : This is a full-time, Excepted Permanent dual-status, position which requires Virgin Islands Army National Guard membership.
Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Virgin Islands National Guard Federal Technician or Active Guard/Reserve program.
National Guard Membership: This position requires military membership. It is designated for Virgin Islands Army National Guard enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Human Resources Specialist (Employee Benefits) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions. As a member of a Virgin Islands Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Virgin Islands Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

DUTIES:
The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:
Manages and administers a variety of personnel programs, advises management and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA).
Analyzes, interprets and clarifies policies, directives and other issuance by OPM, NGB, and DoD for statewide application.
Responsible for administering the benefits program and provides advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act.
Responsible for the administration of the Civil Service Retirement Program (CSRS) and the Federal Employees Retirement System (FERS).
Responsible for the administration of the WorkerÂ’s Compensation Program for the state and ensures that the program objectives and goals are met.
Responsible for the accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, within-grade increases, awards, etc., to include completion of supporting forms, records and documents.
QUALIFICATIONS REQUIRED: General Experience: Must have experience which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
Specialized Experience:
GS-09
Must have at least 24 months specialized experience involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
GS-11
Must have at least 36 months specialized experience involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices.
Other Requirements : For positions requiring a driver's license candidate must have a valid state driver's license for the state in which they live or principally employed. For positions requiring a security clearance candidate must possess a security clearance (Secret or Top Secret) or be able to obtain a clearance within One year of appointment.
National Guard Compatibility : Once an applicant is selected and prior to being placed in the technician Human Resources Specialist (Employee Benefits) position the selectee must be assigned to any unit in the Virgin Islands Army National Guard as an enlisted member in MOS: 42A. Rank inversion is strictly prohibited. Wear of the Army uniform as prescribed by AR/NGB/VI NGR is required for incumbent of this position. Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
