BASIC FUNCTION The purpose of this position is to develop functional specifications for complex application solutions analyze the impacts of vendor provided updates and upgrade to the PeopleSoft HCM System and work with developers to ensure that technical development projects meet business requirements The position also provides production support by analyzing designing and testing solutions to complex production problems and working with developers to resolve critical production issues This position typically reports to the Manager or Associate Assistant Director of the department Human Resources Information Management Provides technical expertise to develop and implement technologyrelated projects Characteristic Duties and Responsibilities 1 Works on problems of various scopes where analysis of situations or data requires a review of identifiable factors exercises judgment within defined procedures and practices to determine appropriate action may recommend changes to existing procedures and practices based on analysis of data 2 Oversees technology projects include ensuring quality timeliness and proper use of HR information retrieved from systems reviewing and prioritizing system maintenance and creating enhancement requests for HR module ensuring security of HR information through established security protocol leading project teams for integrations upgrades modifications enhancements etc and participating in issue tracking and resolution formulating for all HR systems 3 Oversees the Colleague Datatel HR module data tables structures files and interface requirements Insures the integrity of the HR data system 4 Develops data integrity protocols between HR Payroll and Budget departments internal to the HR module as well as protocols between HR and instructional groups 5 Designs and develops communication strategies relating Colleague system integration through CORE and HR module functions Participates on CIS teams interdepartmental committeessubcommittees focus groups and meetings 6 Prepares and submits the annual Staff Information Report and IPEDS Report 7 Responds to requests for surveys and labor statistics to other colleges government agencies and professional associations 8 Prepares reports for employee data contained in the HRIS in response to requests from users within Human Resources and from users in other departments of the college 9 Resolves Colleague issuesact as Colleague “troubleshooter” for Human Resources Works with IT Payroll ESS ARAP and the NCCCS in setting up tables and defining data fields to insure proper reporting of data to internal and external customers 10 Develop training and documentation of system use for HR users 11 Design and implement digital records management in the HR department 12 Analyze HR processes and make recommendations for improvements via the use of technology oversees the specifications development and implementation of new or redesigned systems reports and procedures for HR module users to ensure efficient business processes 13 Designs maintains and updates the HR web page Responds to online inquiries 14 Researches new techniques in the development providing direction to other staff Minimum Requirements Minimum requirements for successful performance in this position would include basic knowledge obtained through a minimum of 5 years experience in the following areas report writing querying and data analysis HRIS ERP or database management web page design and maintenance digital records management and training an associate’s degree in the area of HR Business Accounting or IT is preferred UNIX experience a plus ideal candidate will have knowledge of Colleague software including integrations of HR student general ledger and budget modules skills in Microsoft Project Visio and SAS preferred Knowledge Skills Abilities and Worker Characteristics bull Knowledge of HR processes and terminology bull Knowledge of North Carolina accepted accounting practices directly related to issues of reporting Human Resources data including but not limited to proper accounting of salaries and benefits appropriate classifications of employees for reporting purposes and conversion of state required reporting requirements for Staff Information report and federal IPEDS bull Strong public speaking and interpersonal skills bull Advancedlevel of ability to operate maintain and troubleshoot computers in local area network equipment bull Proficiency in Excel Word Front Page Access (or other database software) and digital imaging system bull Excellent math analytical and problem solving skills bull Excellent communication skills bull Knowledge of Colleague Software SUPERVISORY ACCOUNTABILITY Responsible for orienting and training others and assigning and reviewing their work May also be responsible for acting in a “lead” or “senior” capacity over other positions performing essentially the same work or related manage complex projects using industrystandard processes Ensure projects are delivered on time to meet requirements and within resource constraints Analyze existing and proposed system options Work with designated personnel to resolve issues and propose solutions Manage endtoend projects and tasks within projects Use project management tools to provide predictable results and visibility to designated personnel Learn and understand existing business processes Determine opportunities for operational improvement and support of strategic goals Interpret existing and new policy for use with systems Work with software developers to create highquality specifications to meet needs of the designated personnel Diagnose and resolve system problems Act as liaison between University departments and ISAS staff Document business requirements and system configuration approaches Use SQL queries and reporting tools to gather and understand information Assist users in the development of reports Assist in development of QA tests and participate in QA testing efforts for projects Train users in technical aspects of systems and business processes Perform other jobrelated duties as assigned CORE and the general public MINIMUM REQUIREMENTS Bachelors degree in computer science business administration or related field and 36 years of experience 11 years of related work experience may be
