Under the direction of the HRMS (Human Resources Management System) Program Manager,this candiadte will be responsible for all training efforts, which directly support the HRMS Team. Aids in analysis, development and implementation of effective Personal and Family Readiness Division Nonappropriated Funds (NAF) Training Programs to include course scheduling and management for the Marine Corps Community Services (MCCS) personnel and HMRS team and field personnel at all levels.Provides Help Desk Support to field activity users in the how to of proper keying requirements of the HRMS. Develops Training Manuals, Newsletters, and Training Programs for the HRMS. Serves as a Trainer in a Train the Trainer approach to HRMS knowledge transfer to MCCS activity PS users.

Provides onsite training to field users on HR, Benefits and Payroll functionality. (Travel is required).Coordinates and implements criterion reference instructions methodology to meet the desired competence level for designated MCCS positions and HRMS implementation and maintenance. Assists in cooperative training efforts with NEXCOM, AAFES, and sister services to establish training quotas and explore train-the-trainer initiatives. Will be required to utilize computer applications and desktop publishing software, make oral presentations, development of correspondence related to training policy and execution, and other duties as assigned.As a MASTER Trainer, may facilitate and/or coordinate and maintain HRMS and management training programs in support of the general MCCS family and HRMS Training.

As a major duty identify, nominate, and certify field performers as trainers (course managers) in specific training courses. This is accomplished by mentoring the course manager through an apprenticeship program.Maintains liaison with private sector corporations and private organizations to analyze and develop best-in-class training and education programs and materials for the Marine Corps MCCS Training Development Program. Implements HRMS interventions and manages HRMS programs to support and achieve business objectives and improve organizational effectiveness across the entire workforce. Assists as manager and consultant for the centralized train-the-trainer program of more than 35 trainers from Marine Corps field activities, specializing in the PeopleSoft HRMS system.

Responsibilities include procedural and program design for development and updating of existing courses. Aids staff members in developing, conducting, and evaluating current and future MCCS training initiatives. Assists in developing guidelines, instructional methods, course material and training aides; assists in conducting training courses as required; assists in analysing feedback provided by course evaluation and lessons learned and provides input for course improvements; assists in the preparation of the annual budget for the Marine Corps Personal and Family Readiness Division NAF Training; and assists in coordinating the development of the Marine Corps MCCS employee orientation program. QUALIFICATIONS REQUIREMENTS:Bachelor's Degree in a related field appropriate to the work of position and three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Knowledge of and experience in: leading others in the work place; instructing at all levels; developing and implementing effective training programs; developing and recommending training policy; mentoring other instructors (as a Master Trainer) through an apprenticeship program; developing training using criterion referenced instruction methodology; analysing training programs and making appropriate enhancements based on the analysis; maintaining and tracking budgets as they relate to programs. PeopleSoft HRMS experience preferred.
