Maintains knowledge of current environmental laws and regulations as they apply to the plant, and uses that knowledge to ensure compliance with permits. Interfaces with regulatory agencies, assists in writing permits, and ensures notification of the appropriate agency(s) in cases of non-compliance. Recognizes environmental issues that require attention and addresses them appropriately.
Bachelor's degree in Chemistry, Biology, Environmental Science, Environmental Technology or related field, or equivalent experience is required.
Knowledge of petrochemical plant operations and power generation plant operations
In-depth knowledge of current federal and state environmental laws and regulations with emphasis on air as they apply to petrochemical facilities and power generation plants is required (i.e. Title V, HAPS, LDAR, CEMS, etc.) is required
In depth knowledge environmental laws and regulations associated with flares is required
Experience in developing, implementing and auditing environmental management systems to ensure compliance with site environmental permit requirements is required
Working knowledge of Best Management Practices (BMPs) as it relates to air is required
Working knowledge of EPA's RMP regulation and associated submissions/registrations is required
Working knowledge of dispersion modeling and EPA Look-up Tables is required
Excellent oral and written communication skills is required
Proficient use of computer applications and knowledge of the budgeting process is required
Previous experience in writing and delivering presentations is required
Certified Environmental Specialist (CES) designation is highly desirable but not required
Ensure compliance with all environmental requirements (statutes, regulations, permits, licenses, policies and procedures) through inspections, equipment monitoring, interfacing with plant personnel (i.e. operations, maintenance, and engineering) and contractors, ensuring appropriate recordkeeping, performing specific environmental testing, evaluation of plant operation, conducting compliance reviews of environmental programs and the development and implementation of environmental compliance strategies, policies, procedures, action plans and guidelines as needed for use at the plant site.
Provide support for air permitting as it relates to providing data from the fugitive emissions and cooling tower monitoring programs. Provide key support to Title V program through identification of deviations in the programs. Participate in corrective action identifications and implementation to improve site compliance.
Develop, implement and monitor environmental management systems to ensure compliance with all site environmental permit requirements
Investigates non-compliance incidents, ensures notification of appropriate regulatory agencies takes place, and directs the work activities of contractors and employees in emergency situations.
Develops and tracks short and long-term budgets to ensure that necessary funds are available to meet current and future environmental needs
Interfaces with corporate environmental group and regulatory agencies; actively participate in the permit writing process.
Gives presentations to the public in order to inform them about various compliance-related issues, and trains plant personnel on compliance-related issues.
Work with corporate to generate environmental reports as needed/required.
