The Tunnels, Bridges and Terminals Department is the proud stewards of some of the most world-renowned and pivotal facilities: the George Washington Bridge; the Holland and Lincoln Tunnels; and the Bayonne Bridge, Goethals Bridge, and Outerbridge Crossing, not to mention the Port Authority Bus Terminal and George Washington Bridge Bus Station. With our four bridges, two tunnels, a bus terminal and a bus station, the Tunnels, Bridges & Terminals Department is responsible for ensuring that people and goods move safely, efficiently, and conveniently between New York and New Jersey as they traverse the region and link via major interstates to other parts of our nation.
We are seeking to fill a long-term project position as a Sr. Management Information Specialist in our Tunnels, Bridges and Terminals/E-ZPass Programs unit. This position offers benefits and will be located in the department’s Jersey City, New Jersey office and will require significant time and travel to and between TB&T facilities.
Under the direction of the Supervisor, E-ZPass Technical Services, the selected candidate will be responsible for overseeing Integrated Toll Collection System (ITCS) operations to provide improved control of system operation and maintenance activities. This will include: early detection of equipment problems; diagnosis of system/component problems; providing assurances against extended periods of undetected component failures; and overseeing system administration to ensure optimal equipment functioning of subsystems.
The selected candidate will also research and develop procedures, manuals and other documents on a variety of ITCS maintenance issues; prepare written correspondence, reports and presentations; and prepare and monitor performance measures.
•Performs exploratory data analytics to understand the data and ensure data quality.
•Using SAS and Excel creates descriptive statistics, charts, and time series graphs to help extract insights from the data, highlights facts and relationships important to the business.
•Using SAS performs inferential analytics such as correlation analysis, regression analysis, forecasting, and tests of hypotheses to facilitate data-driven decision-making and planning.
•Utilizing SAS ODS, SAS/Graph, and Excel generates high-quality reports, tables, charts, and graphical representations of data elements and their relationships; exports them to Power Point and creates high-quality presentation packages.
Database Design and Maintenance
•Creates and maintains MS Access Databases.
•Creates and customizes data input forms that may be needed for manual database updating.
•Creates MS Access queries, extract data from Access databases and creates user-defined tables and reports for complex data manipulations and analyses uses PROC SQL in SAS to extract data from Access or other relational databases and create SAS data sets.
•Elicits business needs and requirements from management and stakeholders, researches and documents all relevant facts and information.
•Translates business needs into project objective, business rules, requirements, constraints, technical specifications, and procedures, to facilitate a common understanding of the project and deliverables by all the parties involved.
•Performs mediation activities between technical and business units affected by the project to ensure agreement on objectives, roles, responsibilities, and deliverables.
•Critically evaluate information gathered from multiple sources, perform data and statistical analyses as needed.
•Creates progress reports and presents management with timely and accurate information on the status of the project.
•Creates and delivers the final report containing business insights and suggestions supported by the methodology and analytical results.
- Bachelor’s Degree in a technical discipline such as Engineering, Information Technology or Mathematics from an accredited college or university.
- A minimum of three years work experience in an engineering, IT, project management or toll operations environment.

•Proficiency in the design, testing and control of computer-based revenue collection systems.
•Proficiency in MS Excel, Word, Access, and PowerPoint.
•Knowledge of computerized maintenance management system applications.
•Demonstrated proficiency in various computer driven programs and experience manipulating data with the use of MS Applications.
•A minimum of 3 years experience in an engineering, IT, project management or toll operations environment.
•An advanced academic degree.
