QED’s USAID/Iraq-funded Manpower II Project directly supports USAID’s strategy of supporting the political, economic, and social conditions necessary for a stable, prosperous, and democratic Iraq. Manpower II’s work is helping enable USAID/Iraq, and Iraqi companies, civil society, and government to fully utilize the skills and experience of technical specialists. Task orders implemented under the project aim to contribute to USAID programmatic objectives in Iraq by strengthening government institutions, improving public services, strengthening private sector growth, and empowering civil society.
USAID/Iraq has commissioned QED, under the Manpower II contract, to conduct an evaluation of USAID/Iraq’s Primary Health Care Project (PHCP). PHCP is implemented by University Research Co. and is managed by USAID/Iraq’s Capacity Building Office.
PHCP’s strategic interventions began in March 2011 and are planned to continue through March 2015. PHCP is a USD 74.9 million nationwide project focused on helping the Ministry of Health to strengthen Iraq’s primary health care sector and achieve their strategic goal to provide improved Primary Health Care (PHC) services to their citizens. The project is designed to modernize PHC by introducing international standards for a) quality of care, b) administration and management of health services and c) provider-client relationships.
Duties and Responsibilities:
QED is seeking a Translator/Interpreter of Kurdish and Arabic to assist the international evaluation team members. The Translator/Interpreter shall work closely with a team comprised of a Team Leader/Evaluation Expert, two Health Sector Experts, Iraqi Data Collectors if required, and QED’s staff. The Translator/Interpreter will take day-to-day guidance from the Team Leader. The work is expected to take place in March 2013.
Translate written documents from English, Arabic, or Kurdish to English, Arabic, or Kurdish;
Attend meetings with evaluation team to interpret sequentially from English, Arabic, or Kurdish to English, Arabic, or Kurdish.
Substantial experience in translation and interpretation in English, Arabic, and Kurdish;
Strong writing and oral communication skills in English, Arabic, and Kurdish. Vocabulary of health sector in relevant languages is desirable;
Iraqi citizenship required;
Excellent knowledge of geography of Iraq;
Familiarity with culture of US as well as various sub-cultures of Iraq.
