Reports into: Director, Human Resources

FLSA: Exempt
Location: Monrovia, CA
Work week: 9x80
Primary objective
=================
The Learning & Development Manager will manage and
lead the Learning & Organizational Development
function in the Western Operations region. The L&D
manager will drive the strategic objectives through
the region by influencing, coaching and facilitating
talent initiatives to support the business through
both change and growth.
The L&D Manager will champion, coach, embed and
deliver the Talent and Succession Management
processes in the region as well as develop and
deliver leadership programs at appropriate levels
and tailored for individual business needs. L&D
Manager is also responsible for the design,
development and execution of learning and
development initiatives.
Specific Accountabilities
=========================
1. Lead the Learning & Organizational Development
(LOD) function, including but not limited to;
1. Determining key areas of activity for the
Western Operations LOD function in conjunction
with Corporate and Location HR;
2. Coordinate all aspects of the work involved in
needs analysis, design and development of
Western Operations learning & development
initiatives; including induction, graduate
development, change management, leadership and
management development
3. Coordinate and develop Western Operations
talent and succession processes
4. Consult on the development of global and
Western Operations technical training programs,
in conjunction with Discipline Leads, Functional
Managers and Customer Sector Groups (CSGs)
5. Coordinate the implementation of Western
Operations learning and organizational
development activities in conjunction with HR
and LOD teams in the operations/locations
6. Support the business to develop tools,
frameworks, competencies, processes and programs
to measure and develop capability in areas of
strategic relevance
1. Manage the learning and development projects
in order that each project meets customer needs
and is delivered on time and within budget
2. Consult with and ensure effective engagement
of business stakeholders, including CSGs,
Disciplines, Locations and HR on Western
Operations development initiatives
3. Design and develop core Western Operations LOD
programs with an initial focus on: new hire
orientation, understanding our business and
industry, manager skill development
4. Negotiate with external vendors on the
development and delivery of Western Operations
learning and development programs
5. Supports the rollout of an LMS, including
assisting with communication, driving use,
partnering with WorleyParsons learning
colleagues on content, and some ongoing
administration and reporting activities
internally
6. Ensure that learning and development programs
conform to HSE and other WorleyParsons policies
7. Record and report on Western Operations and
location LOD activities
8. Ensure L&D activities are communicated
internally
9. Support the professional and career
development needs of the Western Operations.
10. Lead and manage the LOD team, including;
  • Recruitment and retention
  • Provide training and development needs of the
team
  • Provide mentoring and support to the team

Qualifications/Requirements
===========================
  • Bachelor’s Degree from an accredited College or
University, with emphasis in Human Resources or
Organizational Development preferred
  • 15 – 20 years of experience of relevant
OD/Learning experience, as well as designing and
delivering learning strategies and plans, as
well as targeted skill-based training
  • 2-4 years leadership/executive development
experience
  • 3-5 years of management experience within a
corporate training department
  • Experience managing a team towards ambitious
results in a complex environment, while aligning
staff, projects and resources towards
organizational success; provide counseling and
guidance to staff in support of their
achievement of job and career objectives
  • Experience navigating the HR business partner
and specialty partner structure and dynamics
  • Establishes schedules, plans and budgets for
group and ensures team adheres
  • Ability to collaborate and build relationships
with stakeholders across functional and
organizational lines
  • Ability to develop and implement successful
learning strategies in a fast-paced environment,
on budget and on time
  • Superior organizational and process management
skills as demonstrated by an ability to manage
multiple detailed projects and drive towards
deadlines
  • Current on best practices within the
Learning/OD community and able to adapt and
evolve such practices within different
organizations
  • Strong business acumen and a track record of
success partnership with senior leadership and
HR Business Partners
  • Strong consulting skills, project management
skills, and facilitation skills are critical for
success
  • Excellent written and verbal communication
skills with the ability to listen and adapt
messages
  • Ability to provide internal consulting to
clients
  • Strong change management skills and experience
  • Expertise in the design and delivery of intact
team training and teambuilding; excellent
facilitation and delivery skills for training
and off sites
  • Success in the diagnosing and prescription of
organizational development interventions
  • Ability to travel up to 30%
Preferred/Desired Education
===========================
  • Masters degree in area related to learning,
organizational development or human resources
highly preferred
  • Training and Development
Certifications/Accreditation specific to
function/industry, including facilitation,
leadership, etc.
