The Finance Division at UNC General Administration (UNC System Office) in Chapel Hill, NC seeks a Business & Technology Applications Technician. This position will design, develop, and execute a programming solution to merge the existing functions of Finance's CAPSTAT capital project status system into a combined statewide system to provide capital project information in a joint project partnership with the State Department of Administration. Position will work on migration of CAPSTAT components such as the funds transfer and approval process into a dot net (.net) platform to be incorporated into the existing State Construction Office "InterScope" system. Position will also be involved in the design, development and programming of functions to transfer data from the Primavera and HUBSCO systems into InterScope. The position will write programs for this internet-based application, migrate existing data into the system, fix data as needed, test, fully implement the program, and provide for shut-down of the CAPSTAT system.

Experience programming in ASP.Net, Visual Basic, SQL and HTML/DHTML. Knowledge of php would be helpful.

Primary Purpose of the Organizational Unit:
The Finance Division, as directed by the Board of Governors and the President, is responsible for creating and presenting a comprehensive budget request to the legislature on behalf of the University system and for administering the University's financial affairs.

Required Education/Experience/Skills (Minimum Qualifications)

Graduation from a technical school or community college with a degree in computer programming or graduation from a four-year college or university with nine semester hours in programming. Experience in the field of work related to the position's role may be substituted on a year-for-year basis. Degree must be received from appropriately accrediated institutions.

Desired Education/Experience/Skills (Additional Qualifications)

A four-year college degree with at least nine semester hours of data processing courses, three years of progressive experience in systems analysis and programming, or an equivalent combination of education and experience. Experience programming in ASP.Net, Visual Basic, SQL and HTML/DHTML. Knowledge of php would be helpful.

Consultancy Skills: Ability to consult with senior level decision-makers, on an on-going basis, to discuss alternative technical solutions.

Must have ability to organize and follow complex/detailed processes and apply programming solutions. Ability to work independently. Must be competent to work on most phases of application systems analysis and programming without guidance. Have knowledge of technical features to suggest modifications to prevent problems. Must be able to consult with clients and other technicians and analysts to resolve technical problems and ensure client satisfaction. Have ability to interact with clients to discuss technical solutions with ability to translate technical issues into layman's terms as an aide to guide users to good system decisions.

Proposed hiring range: $34,848 - $69,941
