The Division of Technology Services (DTS), the prime provider of I.T. services within DES has a need for a long term contract position with a mainframe skillset. This individual must have senior level skills as outlined below and in the required KSA and Desired Candidate sections. We anticipate this to be a 1-2 yr contract.
Responsibilities will include review of all project documentation, request clarification on discrepancies or parts of the documentation that are unclear, advise the Project Manager and Project Leader if there are more efficient methods or processes than what is defined in the project documentation, keeping in mind the project objectives, become familiar with DES standards and technical environment, work with the project team to determine the order to build the system, work with the Project Leader and Project Manager to complete details on the Project Plan, participate on conference calls when needed, clarify discrepancies before coding, design, code, analyze, test and document computer software programs and systems using the full lifecycle development techniques which meet customer requirements, provide estimates for all assigned work, develop new mainframe application programs, specification documents/packages, See KSAs below, create system database tables, provide technical and system guidance to users and other programmer analysts, diagnose and resolve time-sensitive production system problems using complex methods of analysis and diagnostic software, unit test changes in the Development and Integration environment.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
KNOWLEDGE of ; the principles and practices of computer application programming and system analysis, personal computer hardware and operating systems, network principles middleware technologies, conducting highly complex analysis and assessments of customer business processes and applying those to development of application systems;
SKILL to ; Conduct highly complex analysis and assessment of customer business processes and applying those modifications to development of application systems, use of personal computers, MS Office Suite, effectively analyze, evaluate, draw logical conclusions and solve complex application development problems, use project management tools and processes to ensure delivery of application development projects on time and within schedule, quickly grasp functional, business and application requirements, design, construct, deploy, and maintain internet and/or intranet applications;
ABILITY to ; Design, construct, program, and maintain system development activities, express technical information in oral and written form to technical and non-technical personnel, establish and maintain effective working relationships with those contacted during the course of work, relationships include the cross divisional, and agency program staff, agencys senior management, as well as staff and management of other governmental and private sector entities, design, develop, and/or modify software applications, develop and write system application functional detail documents and project plans, rapidly transition work activities from defining big picture needs to working on the minuscule details of a concept, problem, and application programming development or modification.
Preferred/Desired Candidate :
Proven experience, designing, constructing, deploying, and maintaining mainframe applications
1-2 years of experience as a programmer or programmer/analysts using Natural programming language
1-2 years experience with with Adabas database maintenance and design
Desired candidate will have familiarity with DB2 and MS Access
