Perform a variety of complex management/program analysis functions and advise managers and operational personnel on difficult and/or complex issues relating to administrative, management, and/or program operations.
Participate in segments of special or ad-hoc projects, task forces, and/or working groups.
Provide results of studies to management for use in the decision -making process.
Plan, schedule, and conduct multi-faced projects and studies to evaluate and recommend ways to improve organizational structures.

GS-9: Applicant must have one year of specialized experience (SE) equivalent to the GS-7 level. Specialized Experience:
Assisting in research and analysis of management/program analyses functions for the development of proposed activities.
Conducting basic work measurement and other conventional statistical studies to arrive at quantitative data necessary for analysis.
Assisting with a portion of the budget administration process such as comparing the approriation, financial plan execution, and actual expenditures in order to identify budget variances.
GS-11: Applicant must have one year of specialized experience equivalent to the GS-9 level. Specialized Experience:
Performing research and analysis of management/program analysis functions for the development of proposed activities.
Comparing existing and proposed systems and/or procedures; organizing and documenting findings, including suggestions for imrovement.
Assisting with budget administration process.
GS-12: Applicant must have one year specialized experience equivalent to the GS-11 level. Specialized Experience:
Performing analyses to determine the nature of requirements, logical work and information flows.
Analyzing and evaluating the impact of objectives, operations, and resources on the feasibility of implementing new projects and programs.
Researching and analyzing existing reports, files, guidelines, directives, laws, etc. in order to obtain accurate and relevant information.
Formulating and analyzing the budget for particular appropriations. Verifying and maintaining financial records relating to administrative/program operations.
EDUCATION MAY BE SUBSTITUTED FOR SPECIALIZED EXPERIENCE AS OUTLINED BELOW:
GS-9: Applicant must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
GS-11: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
