Rhode Island National Guard

The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Army National Guard. The selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Persons appointed with indefinite status may be separated when their services are no longer needed. If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action MAY be Temporary Promotion. Should the need for the indefinite time limitations placed on this position no longer exist, the Temporary Promotion and/or the Indefinite Appointment COULD be converted to permanent action without further competition.

Veteran's Preference does not apply to the National Guard Excepted Service.

Permanent Change of Station (PCS) relocation allowance NOT authorized.

This position is Branch Chief for the Materiel Management Branch, Supply and Services Division
of the United States Property and Fiscal Office (USP&FO). The primary purpose of the position
is supervision of subordinates and analysis of supply management procedures, services, and
directives.

KEY REQUIREMENTS

Must be a current member of the Rhode Island Army National Guard.
Must be a Warrant Officer or an E-6 thru E-9.
Assignment to the RIARNG in a WO position 915A, 915E, 920A, 920B
948B or in a ECMO 92 or MOS 89B.
Background Criminal Investigation required prior to appointment.

Must have a valid state driver's license. DUTIES:
Brief Description of Duties : Manages the Retail Supply Standard Army Management Information System (STAMIS) in the Material Management Branch. Reviews, analyzes, and interprets supply directives and guidelines to formulate and implement effective operating procedures to achieve optimum logistical support. Develops criteria and administers procedures to affect and ensure the validity of the quality assurance programs within the branch. Performs analysis and assessment of logistical program requirements to eliminate problems and deficiencies. Develops and establishes controls to ensure that results of workload requirements identify systemic problems and enhance mission accomplishment. Performs surveys and studies of branch supply operations to determine proper application of improved supply methods. Analyzes data input and statistics extracted from data processing systems to assure adequacy and accuracy of products and functions. Determines and analyzes trends in effectiveness and efficiency to be used
for improving undesirable conditions, accountability of items, expenditure of funds, and management of resources within the branch. Oversees the preparation of budget estimates and maintenance of funds accounts for the branch. Performs a full range of supervisory personnel functions. QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

MILITARY REQUIREMENTS: Employment in this position requires membership in the Rhode Island Army National Guard. Selected candidate(s) will be required to be in a compatible military grade and assignment within 60 days of the effective date of placement. Should be MOS qualified within one year of placement action.

Military Grades: Must be a Warrant Officer or an E-6 thru E-9.

Compatible Military Assignments: Assignment to the RIARNG in a Warrant Officer position 915A, 915E, 920A, 920B, 948B or in a ECMO 92 or MOS 89B.

Substitution of education for specialized experience: - High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience. * An unofficial transcript can be used as a substitute for the official transcript when applying for a vacancy. Once selected and prior to appointment, the official document must be provided.

Requirements:
Incumbent must maintain membership in the Rhode Island Army National Guard.

Participation in direct deposit is mandatory.

Valid state driver’s license for the state in which they live or are principally employed.

For positions requiring a security clearance, the applicant must possess or be able to obtain a clearance within one year of appointment.
