Bachelors Degree in Business Management or related technical field required or equivalent and minimum seven (7) years of experience with NAVSEA professional services contract administration.

Superior written and oral communication skills required. Direct customer support skills required. Proficiency in Microsoft Windows and it’s associated programs (MS Excel, Word, Access, and PowerPoint).

Must be able to obtain and maintain a secret security clearance.

We are seeking a Finance/Budget Program Analyst to support our Washington, DC office.


Serves as financial/program analyst providing contracted services to a NAVSEA program office. Provides financial advice, assistance, and guidance to the program office.

Develops and maintains financial database(s), cost model(s) and schedules for the program office. Provides counseling on all financial and budgeting matters. Interfaces with program office personnel, Navy field activity personnel, and contractors in budget and finance, acquisition, engineering, and logistics functional areas for issue resolution and planning.

Supports annual task planning and development of fiscal year spend plan. Performs detailed review, analysis, and validation of all financial planning and execution documentation. Maintains the fiscal year spend plan, coordinating inputs from program, acquisition, financial and technical managers and analysts. Requires business financial management experience and understanding of all Navy appropriations. Requires extensive understanding of NAVSEA command and execution processes.

Requires extensive knowledge of Comptroller processes and timing in order to recommend programs that are behind goals and how to initiate the process for reallocating those funds to new programs. Provides financial input to funds execution documents, e.g. Individual Task Plans (ITPS) or equivalent, Contracting Officer’s Representative (COR) spreadsheets and Procurement Requests (PRs). Assists in the creation and updating of funds execution phasing plans. Monitors execution by appropriation and performer and prepares analyses and reports to financial and program managers. Provides financial input, e.g., requirements and execution analyses, to briefings, plans, reports, and financial reviews. Provides support and analysis of Contractor cost reporting documents (CPR, CSSR, etc.)
