DUTIES: Back to top The primary purpose of this position is to serve as Procurement Technician responsible in a developmental capacity for performing technical work to support the administration or operation of administrative matters pertaining to the Contracting Directorate. The target grade of this position is GS-07.

Major Duties · Serves as the Executive Administrator for the Director and as such, as a liaison between the Director’s office and subordinate organizations regarding all administrative management functions.
· Determines appropriate procedures to locate and retrieve contracting/procurement information from automated procurement systems, in response to non-specific requests made by higher graded specialists.
· Operates standard/centralized data systems or personal computer equipment to accomplish contracting functions.
· Serves as Functional Area Records Manager (FARM) and records custodian for the organization. Safeguards sensitive and/or classified information.

Basic Qualification Requirement: You must meet the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on “College Transcripts” and “Foreign Education” below for required documentation.):

1. Specialized Experience: You must have at least 1 year of specialized experience at the next lower grade level as a Procurement Technician responsible in a developmental capacity for performing technical work to support the administration. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the nest lower grade or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Practical knowledge of the Federal Acquisition Regulation (FAR) and supplements and Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures, and the different contract types.
    • Ability to analyze, verify, and correlate data; locate, assemble, and compose information for nonroutine reports, inquiries, and technical correspondence; communicate effectively, both orally and in writing; plan; organize work; and meet deadlines.
    • Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
    • Skill in applying data gathering methods to collect factual information, and skill in typing. A qualified typist is required.
    • Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare and edit written correspondence and reports.
      PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

    ADDITIONAL CONDITIONS OF EMPLOYMENT : · No special physical demands are required. The work is primarily performed while sitting. Some walking, standing, bending and carrying of light items such a papers and files is required.
    · The work is performed in a typical office setting but includes everyday risks or discomforts which require normal safety precautions typical of offices, or meeting and training rooms.
    · Employee may be required to work overtime.
    · Work may occasionally require travel away from the normal duty station on military or commercial aircraft
