Budget Analysts (Level I, II & III) REQ #2275

Location: Fort Belvoir (2)

Clearance: Secret -must be obtainable - current / active secret preferred

Exemption Status: Exempt

Status: Full Time Contingent upon award of Task Order (interviewing now)

Salary: Based on experience

Description : The qualified candidates will serve as budget analysts, providing junior, mid and senior-level support to programs within a Government portfolio with expert financial management services. Candidate will effectively implement and ensure that the Government's high standards of performance are met, including contractual requirements and timely delivery of quality products. Candidate should be a self-starter and an experienced team leader/member with management experience.

Primary duties will include (but not limited to):

-Receiving budget year guidance and preparing Program Objective Memorandum (POM) and budget year documentation, to include the Internal Operating Budget (IOB), prioritization lists, functional support agreements, and Unfunded Requirements (UFRs).

-Administering a complex annual budget, which involves receiving, processing, and allocating funding, as well as managing budget execution and preparing financial reports

-Maintaining all financial data, developing templates and tracking financial activity (e.g., Obligation and Outlay (O&O) plans, etc.)

-Conducting monthly analyses on program status and forecasting future program financial health

-Assisting in development of acquisition documentation and program milestone reviews

-Identifying program line Continuing Resolution Authority (CRA) requirements

-Preparing contract requirements, modification packages

-Providing guidance to senior leadership on a broad range of programmatic, acquisition, and financial issues.

Specific Qualifications :

*Level III

Education : Successful completion of a full course of study in an accredited college or university leading to a Master's Degree, preferably with a major in Business, Mathematics, or a related discipline, and DAU Level III certification in Business and Financial Management (BUS-FM), or the civilian equivalent, are required. A combination of a Bachelor's Degree in Business, Mathematics, or a related discipline, DAU Level III certification in BUS-FM, and seven (7) years of experience may be substituted for a Master's Degree.

Experience: Seven (7) years of general experience. Four (4) years of experience in a program office or similar organization.

Specialized Knowledge and Skills: Knowledge of the DoD CBD and Joint Service financial management Planning, Programming, Budget and Execution (PPBE) process. Experience submitting CBD Budget Estimate Submissions (BESs) and POMs are desired.

*Level II

Education : Successful completion of a full course of study in an accredited college or university leading to a Bachelor's Degree, preferably with a major in Engineering, Statistics, Mathematics, or a related discipline, and DAU Level II certification in BUSFM, or the civilian equivalent, are required.

Experience: Five (5) years of general experience. Three (3) years of experience in a program office or similar organization.

Specialized Knowledge and Skills : Knowledge of the DoD CBD and Joint Service financial management PPBE process

*Level I

Education : Successful completion of a full course of study in an accredited college or university leading to a Associate's in Applied Science Degree, preferably with a concentration in Business or a related discipline, and DAU Level I certification in BUSFM, or the civilian equivalent, are required.

Experience : Three (3) years of general experience, Two (2) years of experience in a program office or similar organization.

Specialized Knowledge and Skills : Knowledge of the DoD CBD and Joint Service financial management PPBE process.

Security Clearance Requirement : Eligible for Secret Clearance (all levels)

Travel : The candidate will travel up to 20% depending on program requirements.
