Job Posting Summary

The Institute of Arctic Biology (IAB) at the University of Alaska Fairbanks is seeking a highly motivated individual with excellent communication and customer service skills to join our Human Resources team. This position is responsible for all Human Resources processing for non-benefited employees for the Institute of Arctic Biology to include recruiting, payroll, and all personnel matters. This position works as a team with the Lead Human Resources Coordinator at the Institute as well as with UAF Human Resources department. Knowledge, skills and abilities required for this position.

Demonstrated word processing and spreadsheet skills (WORD, EXCEL), effective communication through e-mail clients, and the effective use of internet search engines in completing work. Ability to learn an automated accounting system and student processing. Ability to learn and interpret FLSA policies and understand collective bargaining agreemens. Knowledge of UA Human Resources procedures, rules, and regulations. Excellent oral and written communication skills a must. Must be able to manage concurrent deadlines and multiple projects often under pressure and critical time frames. Ability to complete accurate and timely data entry into personnel and recruitment forms. Ability to maintain confidentiality on highly sensitive issues. Ability to solve issues independently, while keeping supervisor and/or Lead HR Technician aprised of the situation. Ability to analyze situations and advise solutions. Knowledge of payroll and human resource automated systems and electronic spreadsheets. Ability to provide training to and act as liaison for schools/departments and satellite campuses requiring human resource/payroll technical assistance. Excellent organizational, prioritization, accuracy & multi-tasking skills with attention to detail is required.

Typical education or training required for this position (including licenses).

College coursework in accounting or human resources, and one year of technical human resources experience, or an equivalent combination of training and experience.

One year of technical human resources experience or equivalent combination of training and experience. Knowledge of payroll and personnel procedures, rules and regulations. Knowledge of University, federal and state law requirements. Knowledge of collective bargaining agreements. Knowledge of automated accounting systems and basic computer operation. Ability to apply understanding of University, federal and state requirements for payroll and human resources functions. Ability to apply standard office practices and use standard office machines.

Preferred knowledge, skills or abilities for this position.

Prefer experience working in a human resource setting with training in complex data entry of personnel, payroll and recruitment into an automated accounting or recruitment software.

Job Duties


Manage and facilitate all student and temporary recruitments for IAB including overseeing employment activities and the hiring process. This would include training supervisors on the different recruiting categories (temporary, extended temporary, regular, term funded etc) and to ensure the correct category with appropriate benefits is used for the recruitment. Develop, prepare, initiate, & enter into People Admin. advertisements, vacancy announcements, and all screening materials. Advise/educate hiring committees, assist with all screening, interview & scoring summary process. Work with UAF's EEO/ AA officer and employment coordinator. Responsible for responding to inquires from employees, hiring managers and the public regarding position vacancies.

Coordinate all aspects of the hiring/recruitment process for student and temporary employees and provide training on People Admin. software to educate hiring managers and search committees on entire recruitment/hiring process from creating the position to completing the screening summary and making an offer to the top applicant. This includes managing automated resume and application process through People Admin.

Assist with composing ads for journals, newspapers and websites, solicit quotes and prepare purchase reqs. Post jobs on various web sites and e-mail list serves.

Prepare recruitment packets for hiring committees.

Provide counsel on HR topics related to AA/EEO and selection when hiring manager is at the screening stage in conjunction with Lead HR Technician and EEO office. Prepare applicant scoring summaries for chair of hiring committees. Ensure applicant pool has been evaluated fairly and in a consistent manner by the search committee. Work with the IAB Fiscal Manager and the UAF Budget office to assure the correct PCN and account number has been assigned to all student and temporary recruitment's.

This Human Resources Technician position will be responsible for graduate students, undergraduate students, temporary positions, and is backup to the IAB Lead HR Coordinator position; which is responsible for benefited staff and faculty positions.

As the IAB Human Resources Technician, coordinate the centralization of the payroll/personnel office within the IAB Business office. Oversee, correct, verify and process all payroll/ personnel paperwork from Director including job forms, time sheets, contracts, etc. Responsible for communicating payroll/personnel procedures and polices to faculty and staff. Daily communication and coordination with grant technicians to ensure availability of funds. Prepare all job forms needed for all student and temporary personnel actions for IAB. Audit personnel/payroll paperwork submitted by admin. assistants and individual employees within IAB. Follow up on problematic assignments within IAB to ensure resolution. Notify principal investigators, supervisors, and term-funded employees of current positions that are close to the termination dates, so that the position is either extended or terminated in a timely manner.

Disseminate information, identify problem areas and advise corrections/ solutions. Inform Lead HR Coordinator and/or Supervisor of problems within their units regarding payroll, personnel processes and requirements of UA System.

HR Technician will provide accurate wage and hour information to proposal coordinators, grant technicians, and principal investigators for all positions included in the budget of grant proposals and applications.

Review, audit, and correct 300 time sheets either into Banner HR or web time sheet entry. Check payroll reports and review for accuracy, disseminate outgoing time sheets for employees and coordinate procedure for receipt of paychecks.

Prepare and submit labor redistribution forms and reconcile payroll problems.
Maintain and update graduate student research assistants mailing list and work with IAB OIT for updating IAB website.

Prepare contract letters for IAB students and temporary employees.

Work with International Programs department for visa status of IAB employees.
