Duties
Brief Description of Duties: The position is located in the District of Columbia, DHCF, Health Delivery Management Administration, Division of Long Term Care, Special Needs Populations Branch. This position has responsibility for assisting with the development, implementation, and oversight of Medicaid-financed services programs and projects relating to persons with intellectual and developmental disabilities (DD) to ensure proper compliance on the DD Waiver with federal requirements. Drafts written reports using program data and supports coordination and communication efforts with various internal organizations and developmental disability stakeholders.
Qualifications
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Time-in-Grade Restrictions: Time in grade restrictions must be met by the closing date of this vacancy announcement.
Ranking Factors
Ranking Factor #2: Describe your research abilities to conduct reviews of policies, agency operations, and beneficiary utilization patterns of those receiving services targeted to persons with intellectual and developmental disabilities.
Ranking Factor #3: Describe your skills in conducting qualitative and quantitative research using DHCF"s Medicaid Management Information System and/or other Management Information Systems. Please present specific examples.
Ranking Factor #4: Describe your skill in drafting report of findings, drafting data analysis research, and your skill in identifying problems requiring recommendation for corrective actions.
Ranking Factor #5: Describe your ability to communicate effectively orally and in writing. Please present specific examples.

Conditions of Employment
Physical Effort: The work is primarily sedentary. Some travel within the District is required (e.g., work at DDS offices and site visits with stakeholders and providers).
Working Conditions: The work is performed in a typical office setting.
Priority Consideration
Displaced Employee Priority Placement: Eligibles for the District of Columbia's Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
Employment Benefits
Employee Benefits: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
