IOWA AIR NATIONAL GUARD
THIS POSITION IS RESTRICTED TO CURRENT MEMBERS OF THE 185th AIR REFUELING WING, SIOUX CITY, IOWA.

This position is being advertised at the trainee grade of GS-07, developmental grade of GS-09, and target grade of GS-11. Promotion to the GS-11 grade will require qualification at this level to be met prior to promotion. Advance to the higher grade level is not automatic with the completion of a time-in-grade requirement, but rather contingent upon the assignment and performance of higher level duties on a regular basis. The supervisor must assure that the trainee/developmental level has been mastered through actual performance (not just passage of time) and that the higher level duties are available and essential.

LOCATION: 185th Air Refueling Wing, Sioux City, IA.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. KEY REQUIREMENTS

Administers the base Local Area Network (LAN). Implements new network operating systems hardware/software and develops base wide network operating procedures. Analyzes LAN utilization statistics through data collection and performance measures to ensure the smooth, reliable and robust operation of LANs to include classified and unclassified networks. Monitor operation of the LAN/WAN and ensures hardware and network operating software are functioning properly and that operation standards are met. Recommends and prepares operating policies and procedures for networks, system operations, and product assembly and installation. Provides customer assistance and training for new network systems. Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings. Identifies and documents network requirements for specific needs of customers. Provides cost analyses for new/upgraded network infrastructure capabilities. Plans for current and future technology integration and works issues for compatibility and standardization based on current and projected customer needs. Ensures the rigorous application of information security and assurance policies in the delivery of network services. Serves as a network security administrator for a large number of users on the installation. Ensures the optimum performance of the base firewall. Develops reports and submits to appropriate activities as required. Performs other duties as assigned. PD D1853

QUALIFICATIONS REQUIRED:
GENERAL EXPERIENCE: Experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: GS-11: Must indicate 36 months of the following type of experience:

Experience demonstrating knowledge of the mission, objectives, terminology, and management practices in the activity, the agency and the department to recognize probable area of interaction and overlap between proposed and existing systems.
Experience demonstrating knowledge of network systems design, development, testing, installation, operating management, and maintenance concepts and methods to provide network services in support of ANG base requirements.
Experienced demonstrating knowledge of a wide range of information technology methods, techniques and procedures.
Experienced demonstrating knowledge of hardware, software and operating systems development life cycles.
Experienced demonstrating knowledge of systems documentation, configuration, management, database administration, and capabilities related to automated information systems, client server applications, testing, integration and cost analysis.
Experienced demonstrating knowledge and skill in applying DoD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc.
Experienced demonstrating knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to analyze difficult and complex system and end user problems, furnish assistance, and provide a resolution.
Experienced demonstrating knowledge of a wide range of systems analysis and design techniques.

GS-09: Must indicate 24 months of the following type of experience:

Experience that demonstrates knowledge of computer requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided.The assignments must have shown completion of the following, or the equivalent:

Analysis of the interrelationships of pertinent components of the system.

Planning the sequence of actions necessary to accomplish the assignment.

Personal responsibility for at least a segment of the overall project.

GS-07 : Must indicate 12 months of the following type of experience:

1. Experience working with computer languages, codes or abbreviations

2. Experience in performing production control functions.

3. Experience in coordinating work load priorities and scheduling multi-requirements.

4. Experience in identifying and tracking processing failures.

Substitution of Education for Specialized Experience: At the GS-7 Level , one full year of graduate level education or superior academic achievement. GS-09 Level , a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. GS-11 Level , a PH.D. or equivalent, or 3 years of progressively higher level graduate education leading to such degree. Major study-computer science, information science, information systems management, mathematics, statistics, operations research or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. The education must have been in the fields directly related to the type of work of this position. If education is being substituted for specialized experience, a college transcript must accompany the application or resume.

GS-09 : General knowledge of the mission, objectives, terminology, and management practices in the activity, the agency and the department to recognize probable area of interaction and overlap between proposed and existing systems. In-dept knowledge of communications Information Resource Management (IRM) concepts and Life Cycle Management Programs as they relate to the base’s telecommunication, network, and manual operating environments to plan, manage, and control information resources and supporting information technologies. Knowledge telecommunications, computer systems, information transmission systems, and system software. Ability to review, analyze, and resolve conflicts between local regulations or instructions. Knowledge of Information Systems Distribution, Electronic Publication Distribution, and Technical Order Distribution .

GS-07 :
1. Knowledge of computer languages, codes or abbreviations.
2. Knowledge of performng production control functions.
3. Ability to coordinate work load priorities and scheduling multi-requirements.

OTHER REQUIREMENTS:
A pre-employment physical or medical screening may be required for placement to this position.

Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer (DD/EFT) program as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a security clearance as required by the position.

Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS.

Note: Permanent Change of Station (PCS) allowance may not be authorized for this position. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Government.
