Description :
This is a contingent position pending contract award. This position supports a PACFLT program located a JBPHH, Pearl Harbor Hawaii. Secret clearance required, must be eligible for TS/SCI clearance.
Up to 25% of travel required.

Duties and Responsibilities:
The Project Manager will a supervise a team responsible for the design, development, implementation, and deployment of processes and programs that increase the efficiency of KM systems, including eKM, and reduce system complexity. Based on client needs and user inputs, the PM will assist determining the best approach in fulfilling functional requirements and at the same time supporting the enterprise level user base. The PM is also responsible for ensuring the eKM tool continues to function properly in an ever changing security environment driven by new IA mandates and server, network, and application security measures. Implementing these solutions requires members of the KM Sustainment Team to take on multiple roles including database administration, database application design and development, web user interface creation, enterprise application architecture, .NET Framework development, configuration management, technology deployment, as well as a good grasp of the client's domain expertise in enterprise knowledge management. The KM Systems Sustainment Team will interface regularly with KM officers and command representatives involved in project management tasks and process improvement initiatives. The KM Systems Sustainment Team is also highly involved with the testing and deployment of eKM, ensuring the application runs smoothly in an operational production
environment. The sustainment team is led by one principal architect and multiple eKM system experts with broad-range experience in current technology standards and best practices. The KM Systems Sustainment Team is responsible for providing Best of Breed practices and recommendations to the KMO, PM and on-site Task Lead. The contractor will publish
and maintain a System Sustainment Team SOP outlining duties and responsibilities, products, and troubleshooting procedures. The contractor will provide personnel who will respond to operational support calls 24x7 in case of system (hardware or software) failures or related interruptions in service.
The PM ensure 24x7 support servers on NIPRNet, SIPRNet, NMCI, ONE-NET, and other networks as required. Support shall include configuring servers with eKM/Sequel/BO XI, ensuring they are IA compliant (Retina and Gold Disk scans and remediation), keeping POAM up-to-date, atten ding IA meetings, working on VMS, uploading Retina and Gold Disk reports, and updating POAM in VMS regularly.

Required Qualifications:
Bachelor's degree in Engineering, Science or IT-related field and 10-12 years of experience, with minimum of 4 years experience as a Project lead or in Project Management.
Meet 8570.01M IAT/IAM Level II requirements.
The clearance level required is dependent on the type of clearance supported by our client.

Desired Qualifications:
Master's degree in Engineering, Sciences, or IT-related Field
Possess 8570.01M IAM Level II certification
Experience with DOD IA policy and System Certification and Accreditaton (C&A) and Authorize to Operation (ATO) procedures/policy.

POSITION SUMMARY:
Responsible for the performance of relatively small non-technical, technical, or intelligence projects or a definable portion of a larger technical program in accordance with contract requirements and company policies, procedures and guidelines. Directs and supervises all support resources for the performance of project assignments and activities. Manages the technical direction of a project through the design, implementation, and testing in accordance with project objectives. Also responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading relatively small proposals or assisting with major proposals. Trains and directs employee work activities.

RESPONSIBILITIES:
Defines, launches, and drives mission-critical strategic and operational initiatives in core non-technical programs.

Creates a method of change management including ownership of a documentation library, communication plans, process training, etc.

Responsible for acquiring follow-on business associated with assigned programs and for supporting new business development by leading proposals.

Responsible for complex program management tasks and development of standards and processes for scheduling, administration, and accounting.

Provides thought leadership to project analyses and process improvement activities.

Matrix manages directors/managers from multiple departments to accomplish interdepartmental initiatives.

Clearly documents and presents findings including creation of diagrams and procedure documentation.

Responsible for driving recommendations through to implementation.
Communicates effectively with a wide variety of technical and non-technical audiences.

Identifies, analyzes and defines project requirements and scope.

Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex projects/programs.

Assists with budget, staff, and other resources necessary to accomplish the goals and/or objectives of the program group/function.

May interviews, selects and trains staff to provide quality results for the organization as needed.

Develops performance plans and evaluations of employees, including subordinate supervisors as well as reviews evaluations to assure equity of individual employee performance objectives, standards and ratings among lower level staff/groups.

EDUCATION & EXPERIENCE :
Typically requires bachelor's degree or equivalent, and ten to twelve years of related experience, including three to five years of supervisory/management experience.
