significant management experience in a large governmental agency or IT focused organization with 247 operations This position will manage multiple simultaneous complex projects and ensure timely and accurate support of systems and applications utilized by the Clerk Comptrollers Office Successful incumbent will be responsible for the management of a comprehensive case management system and other organizational enterprise applications GENERAL ROLE OF POSITION Functions as the lead coordinator for the analysis design implementation and maintenance of enterprise software systems Serve as a senior technical member for a group of technical staff including Systems Analysts Position is also responsible for creating planning and ensuring timely completion of projects interacting with users and vendors and troubleshooting problems Position responsibilities for functional area SharePointWebDW applications POSITION DUTIESRESPONSIBILITIES Acts as technical lead for a group of technical staff including Systems Analysts consults with team and assists with complex problem solving provides input guidance and technical expertise Prioritizes and coordinates projects including crossfunctional actively participates andor leads team in the accurate and timely implementation of solutions Maintains and modifies enterprise software systems to support user needs analyzes user requirements and defines specifications plans recommends develops tests and implements solutions and enhancements Serves as a technical resource to system users providing assistance and support of various enterprise software systems troubleshoots andor resolves questions and problems Consults with management and staff to identify business needs and evaluate system impact analyzes existing processes or procedures provides input and suggestions including refining business requirements and alternative approaches Researches coordinates and performsapplies upgrades bundles patches and fixes to existing hardware and software applications monitors applications for efficiency and performance Produces and executes test plans and test scripts analyzes output and ensures modifications are made as necessary to meet objectives Defines creates modifies and tests electronic interfaces between applications andor systems Performs system security functions Develops user and technical documentation writes and maintains records reports and documentation on systems and software specifications and configuration Conducts project planning and implementation prepares and reviews costbenefits and requirements analyses monitors status of projects in relation to projected timetable estimates timetable and presents project status updates to management identifies problem trends and areas for improvement Evaluates new technologies and methods in relation to existing systems develops recommendations based on best business practices that provide alternatives costs and time frames presents findings and recommendations to management Assists with disaster recovery planning and readiness implementation Communicates with hardwaresoftware vendors provides information concerning contracts problems new products or other issues acts as liaison between management and vendors Prepares completes andor receivesreviews various forms reports correspondence project plans usertechnical documentation presentations or other documents processes forwards andor retains as appropriate Communicates with supervisor employees other departments customersusers technical personnel vendors outside agencies and other individuals as needed to coordinate work activities review status of work exchange information or resolve problems Maintains a working knowledge of a variety of computer operating systems and software programs associated with work activities which may include word processing spreadsheet database report generation desktop publishing presentation communications diagnostic utilities Internet and email maintains working knowledge of computer programs utilized by various Clerk Comptroller departments Maintains an awareness of new products technologies trends and advances in the profession reads professional manuals and publications to increase knowledge of computer operations attends user group meetings conferences workshops and training sessions as appropriate Conduct weekly status meetings with team and prepare and deliver weekly status reports to management Define and communicate performance measurements and regularly review team members against those metrics KNOWLEDGE SKILLS AND ABILITIES REQUIRED BSBA degree preferably in Computer Science or Information Technology 6+ years experience andor training that includes computer programming systems analysis computer operations and hardwaresoftware troubleshooting Trainingexperience preferred in use of productspecific software currently used by Clerk of Courts Comptroller 2+ years of leadsupervisory experience as part of the above experience Additional years of related experience may be substituted for required education on a year for year basis Demonstrated knowledge of the functional and technical aspects of assigned applications (PeopleSoft CMS Imaging Court Applications andor SharePoint) Knowledge of Crystal Reports SQL Oracle and Informix Ability to read and interpret basic DOS script and commands Display knowledge of database concepts and fundamental knowledge of PC hardware Display knowledge of state reporting requirements Ability to analyze and troubleshoot technical issues Demonstrate strong customer service skills and ability to effectively present technical ideas solutions and proposals to a diverse group of individuals Ability to work under tight deadlines and in stressful situations and the ability to make and meet commitments Demonstrated people skills Be a team player who enjoys working with others in an effective and cooperative manner Possess excellent written and oral communication skills Computer Equipment and Software Requirements Strong PC and peripheral knowledgeskills Strong working knowledge of Windows 2000XP7 MS Office Suite MS Visio DOS and Help Desk software Strong working knowledge of MS Access and Crystal Reports Dependent on position knowledge of PeopleSoft SharePoint CMS Imaging applications
