This position is in the Air Force Global Strike Command.

The mission of the Air Force Global Strike Command is to develop and provide safe, secure and credible combat-ready forces for nuclear deterrence and global strike operations to support the President of the United States and combatant commanders.

The primary purpose of this position is to provide, guidance and technical assistance to managers and supervisors on planning, programming, and utilization of human resources to include staffing and recruitment services, position management, classification maintenance, and civilian personnel systems management

Provides recruitment and placement services and affirmative employment liaison services

Performs duties as Organizational Computer Manager (OCM), Functional Systems Administrator (FSA), Workgroup Manager (WM), and Automated Data Processing Equipment (ADPE) Custodian

Provides classification advisory services to assigned installation-level organizations.

Provides position management advisory services

Participates in special initiatives, studies and projects

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent.

Specialized experience must include

knowledge of full range of HR principles and personnel management functions, theories, rules, regulations, techniques, and relationships governing federal civilian personnel management.

Demonstrated skills in effective communication, gathering facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Knowledge of and ability to apply laws, executive orders regulations, policies, and concepts pertaining to classification, recruitment, resource management, position management, human resources development, and employee management relations programs and related issues

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the

full range of

Federal HR position management and processes, personnel systems management and affirmative employment, recruitment, and placement principles, concepts, polices, and analytical techniques.

2. Knowledge of the

principles, concepts, legal requirements and methodology of human resources programs and skill in applying this knowledge to providing accurate and timely advisory services to management officials of the host base and tenant units.

3. Knowledge of HR processes sufficient to relate position management, systems management, recruitment and placement issues to them.

4. Knowledge of, and the ability to apply laws, executive orders, regulations, policies, and concepts pertaining to

human resources procedures

.

5. Practical knowledge of automated data processing functions, techniques, and capabilities which allows the development and design of new and/or improved personnel work methods and procedures using automated systems.

6. Knowledge to communicate effectively both orally and in writing, in working out solutions to problems or answering questions relating to management of the civilian personnel workforce.

Ability to gather facts and using effective,

analytical, and evaluative methods to accurately assess information and make sound decisions.

PART-TIME OR UNPAID EXPERIENCE

:

Credit will be given for appropriate unpaid and or part-time work.
