The Senior Research Fellow: Senior Policy and Program Specialist will serve as a senior policy fellow addressing innovations and findings in vocational rehabilitation management, administrative and public policy practices, disability employment service delivery in focused local and national geographic areas for targeted disability groups (blind and visually impaired), Social Security Disability Insurance and senior staff development in cross agency strategic planning and staff development, as it relates to training, research and program development efforts of the Institute for Community Inclusion (ICI). The Senior Policy and Program Specialist will also: be responsible for project development at the state, federal and international levels; provide leadership to insure that project development and implementation is consistent with current and emerging practices in the field; maintain a leadership role in the development of state, federal and international management training activities across a range of areas; develop and negotiate budgets, budget modifications and extensions for grants, contracts and fee for service projects; develop project work plans, coordinate and/or conduct training, technical assistance and data collection to achieve project goals; participate with other ICI senior staff in the management, design and development of systemic change, management initiatives and technical assistance activities for current and proposed ICI projects; manage and oversee a variety of state, federal and international projects; organize and supervise the activities of designated staff; monitor the development of online instructional material to ensure they are consistent with established contracts; collaborate with the funding sources to review and revise material before it is approved for final distribution; manage and oversee a variety of contracts with private entities; monitor the quality of work and maintain the relationship with the contracting entity; develop plan to establish and expand such business opportunities; develop written products for multiple constituencies, including project reports, brief products, public policy papers and toolkits; serve as a subject matter expert in the areas of employment, specific disability groups (blind and visually impaired), social security disability insurance, associated international, national, state and local sources of workforce development and public management, and national services as a gateway to employment; stay current in the subject areas; coordinate with other ICI staff to increase collaboration and cohesiveness across projects and focus areas; and other duties as assigned.
Master’s Degree in Public Policy, Executive Training, Senior Public Policy Development, Workforce Development, Disability Studies or a closely related field and five-seven years of experience in public Vocational Rehabilitation at a senior level, of which at least three years involved services for the blind and visually impaired is required. Senior managerial and analytical skills required. Work requires moderate local and national travel (on average 1 to 3 months per year).
- Knowledge of the theories, principles and concepts in employment and leadership training, executive development, cross-agency and program collaboration and capacity development and systemic change;
- Ability to facilitate the collection of information from diverse sources, as well as apply professional principles in performing technical assistance;
- Ability to summarize the information in order to solve problems or design relatively complex systems and programs that cross department/divisional lines;
- Ability to network and recruit state Vocational Rehabilitation agencies for participation in research and management initiatives;
- Ability to provide technical assistance and training to State Vocational Rehabilitation Directors and management staff participating in management initiatives;
- Ability to communicate effectively, both orally and in writing and provide empathy in difficult interpersonal situations;
- Ability to present information and findings in a cogent fashion to a wide variety of audiences, including through publishing and public speaking;
- Ability to conceptualize, organize and negotiate project tasks and direct collaborators from outside the institution, including state agencies, national organizations and international agencies at the top leadership levels.
