Duties Summary:

Level IV: Analyzes, evaluates, develops and recommends sound organization, efficient administrative policies, procedures and practices for such entities as large departmental field offices and/or interrelated organizational units covering administrative and staff functions; discusses, explains and obtains tentative concurrence on studies of improvement, efficiency changes, expansion and other recommendations from officials in charge of various functions involved; develops plans and procedures regarding the exchange and/or the furnishing of data, standardizing forms and procedures, expansion of organizational units, etc.; writes reports; and performs other related duties as assigned. These positions may conduct analysis and research on issues such as reorganizations, administrative rules, etc.

These positions are located in the System Administration Office, Department of Taxation, and are responsible for providing support in the analysis and evaluation of the department's operational needs in four core process areas (i.e., audit, collection, document processing, and taxpayer services) to facilitate and coordinate changes to the Integrated Tax Information Management Systems (ITIMS) technology. This technology includes the ITIMS Tax Processing System, ITIMS Audit Modeling System, ITIMS Collection System, ITIMS Imaging System, and other electronic processing systems.

The duties and responsibilities of these posiitions include independently acting as a liaison between users and the system; evaluating tax law changes, organizational and user needs, and requests for system enhancements; conducting studies, collecting and analyzing data, and writing reports to identify deficiencies/issues; recommending solutions to operations and user problems, and developing proposals for implementation of tax law changes or system enhancements; and coordinating the implementation of approved modifications or enhancements to applicable ITIMS systems.

Minimum Qualification Requirements:

To qualify, you must meet all of the following requirements:

Education : A bachelor's degree from an accredited four-year college or university.

General Experience: Six months of professional work involving the analysis and evaluation of managerial policies, systems, methods and practices in the development and/or improvement of same.

Specialized Experience: Two years of professional management analysis experience ; viz., experience in conducting organizational analyses, work measurement/methods studies, management information systems design and evaluation, and management surveys in order to identify problem areas and develop recommendations for improving the economy, efficiency and effectiveness of a given operation through the proper application of sound methods, principles and practices of management.

Selective Certification Requirement ( Integrated Tax Information Management Systems Experience ): In order to effectively perform the duties and responsibilities of these positions, applicants must have ONE year of experience demonstrating knowledge of State tax laws, policies and procedures; tax forms, work methods and work processes in the aforementioned four core process areas; the ITIMS system, including its various applications, or an equivalent system; and the aiblity to evaluate changes in the tax laws, organizational requirements, and user needs, and coordinate and facilitate modifications to the applicable ITIMS system.

Such experience may have been gained concurrently or separately in meeting the minimum qualification requirements for the class Management Analyst IV.
