The Shorelands and Environmental Assistance (SEA) program helps communities manage shorelands, floodplains, and wetlands. Our primary focus is on state and local responsibilities for administering Washington state and federally-delegated laws. Our mission is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests.
The program's Central Regional Office in Yakima, WA is looking for a Senior Regional Shoreline Planner (Environmental Planner 4).
This recruitment is open to transfer candidates within the Department of Ecology for five (5) calendar days per Article 4.3 of the Collective Bargaining Agreement between the State of Washington and the Washington Federation of State Employees. To be considered, you must be a represented, permanent status Department of Ecology employee who is currently appointed to and holds permanent status in the Environmental Planner 4 classification. The most senior candidate meeting all of the criteria outlined in Article 4.3 will be appointed.
The successful candidate will support the agency's and program's missions and goals by working directly with a number of local governments and interested parties on shoreline master program planning and implementation which allows for shoreline development while also protecting the shorelines of the state.
This position serves as a senior-level planner, providing planning, technical, and regulatory support to local governments in an assigned geographic area in the development and administration of Shoreline Master Programs under the Shoreline Management Act (SMA). The position administers Shoreline Master Program grants and training, and supports Shoreline Management Act compliance. This position provides scientific and technical expertise to local jurisdictions, Ecology and other agency staff regarding shoreline ecology, utilizing GIS to determine channel sensitivity, flood hazard analysis, sediment transport, and biological complexity in riverine habitats. The successful candidate is expected to lead or assist program leads with special projects that are a high priority for the program, such as development of program policy and technical guidance. This position may coordinate with other natural resource agencies on In Lieu Fee Agreements shoreline-related issues as a member of the Interagency Review team.
A Bachelor's degree with major emphasis in land use, urban, regional, environmental, or natural resources planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
Four years of professional use in land use, urban, regional, environmental, or natural resources planning, and/or program development.
A Master's degree with major emphasis in land use, urban, regional, environmental, or natural resources planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
Three years of professional use in land use, urban, regional, environmental, or natural resources planning, and/or program development.
Additionally, all candidates must have at least two years experience in shoreline ecology or geography, including independently providing scientific and technical expertise using GIS to determine channel sensitivity, flood hazard analysis, sediment transport, and biological complexity in riverine habitats.
Experience working for a local, state, federal or tribal resources management agency in a planning, program management, policy, or regulatory capacity.
Experience applying the Shoreline Management Act (SMA) in both a planning and a permitting context.
Knowledge of the relationship between SMA and the Growth Management Act and Critical Areas Ordinances and their administrative rules.
A degree, substantial coursework, or professional experience in environmental science, water resource management or hydrology, wetland science, geology, biology, oceanography, or other natural science.
