Manage the Natural Water Resources Program which includes research, planning, and implementation of short and long term water and natural resources-related facilities, projects and programs for Bernalillo County that ensure water availability, water protection and water quality.

Major Duties and Responsibilities Summary:
Manage the natural water resources programs and direct department personnel in regulatory compliance, ordinance development, review, permitting, enforcement and public outreach.
Supervise staff and direct administrative activities including issuing of assignments, evaluation of performance, defining goals and objectives and developing and maintaining program guidelines and policies.
Prepare draft policies and recommendations for the Solid Waste and Diversified Services Department and Public Works Division.
Represent the department and/or Public Works Division at public hearings and as required.
Review and prepare County-specific facility and area regional facilities planning documents and integrate Bernalillo County utilities into regional scope.
Participate in multi-jurisdiction and regional water resource and infrastructure planning processes and studies.
Establish relationships with federal and state agencies with grant authority to fund utility projects for Bernalillo County.
Oversee grant application process to obtain grant funds from a variety of funding sources.
Prepare reports of grant and project support activities through department and division director for presentation to County Manager and granting authority.

Minimum Qualifications:
Bachelor degree in engineering, planning, environmental or natural sciences or related field (advanced degree a plus) and seven (7) years’ experience in water or natural resources related planning including two (2) years’ experience with state, federal agencies in water infrastructure, water and natural resources development and protection, water and energy conservation and efficiency, renewable energy or other related projects. Two (2) years must also have been working with management/supervisory experience.
Must have knowledge of New Mexico, federal and local laws, regulations and policies related to water rights, water and natural resource planning and water and natural resources protection.
Must have strong communication skills including the ability to write technical and policy documents generate and present proposals both in written and oral form, and articulate County interests in Regional and State forums as required.
Must have knowledge of water or natural-resources related contract and project management, budgeting and Capital Improvement Program project preparation and processes.
Must be proficient in the use of personal computers, as well as experience working with Geographic Information Systems (GIS).
Must have knowledge of federal and state grant proposal preparation for water related activities.
Must have the ability to establish and maintain effective working relationships with associates governmental agencies, private businesses and the general public.

Screening and Compliance:
The offer of this Bernalillo County position requires compliance with the following:

Employee must successfully complete the post-offer employment medical examination.

Must have a valid New Mexico driver’s license by employment date and retain a valid NM driver’s license while employed in this position.
College transcripts must be submitted with application.

Working Conditions:
Duties are performed 75% indoor, and 25% outdoors which entails exposure to extremes of weather conditions.
Indoor duties are performed in a temperature-controlled environment on an even carpeted or tiled surface.
Outdoor duties may be performed on both even and uneven surfaces, which may be either wet or dry. Surfaces may be inclined or flat, and range from natural undisturbed soil to gravel, asphalt, or concrete.
May perform duties alone or as part of a group.
Work hazards or potential work hazards include, exposure to noise, vibration, dust, exhaust fumes, mists, and severe weather conditions; driving of vehicles; working in and around heavy equipment; and performing duties on rough terrain.

Equipment, Tools, and Materials:
Telephone, two-way radio, calculator/adding machine, measuring devices, photocopier, fax machine, paper forms, and writing instruments, computer, and computer aided design equipment (CAD) are used in performance of duties.
County vehicle is used by employee in traveling from site-to-site throughout the County.
Worker in performance of outdoor duties uses safety vest and hard hat.

Must be able to stand/walk on even or uneven surfaces for approximately two hours at a time up to six hours per day.
Must be able to crouch, kneel, or climb into vehicles, or structures as required.
Must be able to climb ladders or other structures.
Must be able to bend at the waist, and twist/rotate as required to enter an exit county vehicle.
Must be able to grasp/carry equipment and materials weighing up to forty (40) pounds to take and record field observations.
Must be able to use legs, feet, hands, and eyes in the operation of vehicles.
Must be able to speak and listen in order to use two-way radio, and telephone.
Must be able to use a computer keyboard, and mouse.
