King County's Business Resource Center (BRC) is recruiting for a Master Applications Developer with a strong emphasis on developing and supporting advanced Oracle Business Intelligence (BI) reports for Oracle E-Business Suite (EBS) Financial Management, and working with advanced functional EBS Financials users. In the near term, this position will focus on the development and delivery of Oracle Discoverer and Oracle BI Publisher reports, and Oracle Discoverer Administration, for Oracle EBS Financials. This is a techno-functional position. The most competitive candidates will have:

  • A strong and extensive background as an Oracle EBS Financials developer, · Deep functional knowledge of Oracle EBS Financials and public sector financial practices, · Expert-level proficiency with SQL and Oracle relational databases, · High expertise developing reports with Oracle Discoverer and BI Publisher, and
  • The knowledge and skills needed to serve as Discoverer Administrator.
In the longer term, this position's portfolio of responsibilities will likley expand to include providing advanced BI reporting solutions for Hyperion Budgeting and PeopleSoft HCM Systems.

WORK SCHEDULE : These positions are exempt from the provisions of the Fair Labor Standards Act, and are not overtime-eligible . These positions are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday . These positions may be required to work extended and/or flex scheduled work hours to respond to service needs.

Job Duties:
Develop, test, deploy, and maintain Oracle BI Publisher and Discoverer reports for E-Business Suite finance system. Over time, expand report development work to include other reporting tools and additional systems including PeopleSoft HCM and Hyperion.
Consult with internal and external customers to identify business and technical requirements. Propose design alternatives based on knowledge of Oracle EBS functionality, its data schema and its technical capabilities. Prepare technical specifications for assigned development objects.
Lead and provide production support, especially in the BI Reporting area, including troubleshooting issues, Discoverer administration, tuning report performance and system performance, and resolving technically complex software defects.
Provide accurate estimates on design, build, and delivery times for new development requests and defect resolution. Manage quality control and delivery schedule of development work and related tasks.
Perform as the technical lead on BI/reporting projects. Lead and mentor other application developers.
Evaluate new application technologies and products for potential use in the county, and provide recommendations.
Recommend technical direction for reporting solutions, including architecture and application standards.

Experience, Qualifications, Knowledge, Skills:
MINIMIUM QUALIFICATIONS
Five years of professional experience as an Enterprise Resource Planning (ERP) Financials developer (Oracle, PeopleSoft, SAP, etc.), within which at least three years were specifically working as a developer in Oracle EBS Financials
One year of experience developing Financials reports using Oracle Discoverer
One year of experience developing Financials reports with Oracle BI Publisher or Oracle XML Publish er
Demonstrated strong working knowledge of financial concepts and accounting practices in two or more of the following areas: General Ledger; Accounts Payable; Accounts Receivable; Purchasing; Inventory; Cash Management; Projects/Grants; Fixed Assets; Order Management
Extensive experience as an applications developer on Oracle relational database platforms
Expert-level proficiency in SQL and including the ability to write and debug complex SQL statements
Experience leading the development of a significant customizations, bolt-ons, or new applications within an enterprise system
Demonstrated ability to perform quality control and enact good unit and system testing practices during the design, build, and delivery of development objects
Demonstrated knowledge of different development methodologies and the software development life cycle (SDLC)
Ability to gather requirements from advanced functional EBS Financials users, and to translate those requirements into technical designs
Advanced skill in verbal communications, including experience in facilitating troubleshooting meetings, requirement sessions; communicating effectively and patiently with end users and technical staff; creating confidence that there is a solution to a problem
Advanced skill in written communications, including the ability to create technical documentation such as functional specifications, create presentation documentation for all types of audiences, and create translation of technical information into formats easily understood by end users
DESIRABLE QUALIFICATIONS
Expert -level proficiency writing PL/SQL programs
Working knowledge of public sector finance and accounting practices
Professional experience as an Oracle Discoverer Administrator
Experience as a senior technical analyst or developer in PeopleSoft HCM or Hyperion Budgeting
Experience developing interfaces between production enterprise systems across different platforms
Experience implementing data warehousing solutions to support BI reporting
