Provide support to a US Army Training Command as it operates as the lead agent to transform and transition the current US Army Reserves (USAR) institutional training organizations to include fuller integration with the Active Component (AC) institutional training organizations to provide the most efficient and effective instruction for Active Army, Army Reserve, and National Guard Soldier.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES :
-Assist working groups in the development of Concept Plans.
-Independently conduct initial analysis to identify fundamental obstacles to execution of Commander’s intent.
-Participate in action officer working groups and prepare reports for the Government.
-Conduct all research, data collection, on-site surveys and inspections, to develop a CBA IAW DA Concept Plan Guidance.
-Develop initial stationing plans with the overall framework and intent of Concept Plans.
-Develop an Instructor Requirements model.
-Develop a decision support tool defined as a total Soldier per day cost model.
MINIMUM JOB REQUIREMENTS :
-Bachelors Degree from an accredited college or university in related field.
-War College graduate or equivalent.
-Military background with superior leadership, interpersonal, communication, and proven project management skills.
-Experience in policy, strategy, tactics, and operational art, Army Force Management Functional Area 50 (FA50), Force Structure, dealing with senior staff, concept plan development, Army Reserve Structure/Manning requirements, stationing plans, re-flagging, classification/reclassification of Military Occupational Specialties such as TRADOC, DOD, and experience as strategists, tacticians, as well as in the area of and policy development.
-Experience conducting strength, weakness, opportunity, threat (SWOT) analysis, needs analysis, defining problem analysis, and Army staff experience.
-Demonstrate experience working closely with US Reserve Component and/or Institutional Training environments.
-Communicate cogent ideas to senior, peer, and subordinate staff effectively in a politically sensitive environment.
-Experience in providing recommendations for senior level and other staff changes and with the planning of force structure re-organizations.
-Ability to monitor/assess performance of self, other individuals or organizations to make improvements and/or take corrective action.
-Ability to quickly respond to Government-identified problems or potential problems.
Additional Position Information:
A team player who has demonstrated writing ability and ability to design, develop, and execute strategic level plans. Must be capable of independent operations. A minimum of 5 years experience with major Army command level customers on similarly complex and comprehensive project requirements for force reorganization, concept plans, cost benefit analysis, stationing plans, instructor resource models, and decision support tools. Understanding of TRADOC and the TRADOC enterprise concept and centers of excellence, the Army POM process, JCIDS, and Information Assurance or Information Operations. Able to work flexible schedules and be able to travel.
